Waziri wa Fedha Dk. Philip Mpango Aanika Aibu Ya Kuomba Misaada Nje.....Asema Tanzania Hudhalilika sana hasa Ukizingatia ni nchi Tajiri


Waziri wa Fedha na Mipango, Dk. Philip Mpango, amesema serikali inatarajia kukusanya kiasi cha Sh. trilioni 1.3 ndani ya mwezi huu pekee.
 
Aidha, amesema ili kuhakikisha serikali inapata mapato ya kutosha, atasimamia vyema suala la kukusanya kodi zinazostahili na kutengeneza mazingira ya watu kulipa kodi.
 
Akizungumza na waandishi wa habari jana katika viwanja vya Ikulu mara baada ya kuapishwa, Dk. Mpango alisema kwa kipindi cha mwezi mmoja serikali inaweza kukusanya kiasi hicho cha fedha.
 
“Nimekaa Mamlaka ya Mapato Tanzania (TRA), kwa kipindi cha wiki tatu, nimeona kuwa kiasi hiki cha Sh. trilioni 1.3 kinaweza kukusanywa. Kwa wiki iliyopita ya sikukuu, niliona makusanyo ni mazuri na mpaka ifikapo mwisho wa mwezi huu, tutatimiza kiasi hicho,” alisema.

Ulipaji Kodi
Akizungumzia suala la wafanyabishara kukwepa kodi, alisema hakuna serikali inayoweza kujiendesha duniani kote bila kukusanya kodi.
 
Alisema: “Kipengele cha kwanza, wale wanaokwepa kodi tutawabana ili walipe kodi inayostahili, ni lazima Watanzania wajenge utaratibu wa kulipa kodi halali na kwa hiari,” alisema Dk. Mpango.
 
Alisema serikali itafanya marekebisho ya mfumo wa kodi ili wafanyabiashara wafanye biashara zao vizuri.
 
“Kama hakuna mfumo wa kuwafanya wafanyabiashara wakubwa kulipa kodi, tutaendelea kuwakamata wafanyabishara wadogo wadogo wale wale kila siku,” alisema.
 
Kadhalika aliweka wazi lengo la serikali kuwaondolea kodi za kero wafanyabishara wadogo wadogo kama mama lishe, wauza vitumbua na wauza samaki .

Changamoto zilizopo TRA
Akizungumzia changamato alizobaini akiwa TRA kwa kipindi cha siku 27, alisema wapo watumishi wasiowaaminifu ambao anaamini wako katika sekta mbalimbali nchini.

“TRA kuna watendaji wazuri wanaofanya kazi kwa weledi, lakini kuna wale wachache ambao wanaharibu sifa ya TRA na hao tutahakikisha tunawaondoa ili kufikia lengo la kukusanya kodi kwa uaminifu,” alisema.

Alisema changamoto iliyopo ni baada ya kutokea kwa kashfa ya ukwepaji kodi watendaji wa TRA wote kwa sasa wanaonekana kuwa ni waovu.

Malengo ya Rais Magufuli
Akizungumzia malengo na ahadi za Rais Magufuli alizowaahidi Watanzania ikizingatiwa kuwa, wizara hiyo ndio yenye dhamana kubwa ya utekelezaji alisema yote yatatekelezeka kama watendaji watatimiza majukumu yao.

Alisema kila kiongozi akisimamia vema jukumu lake alilopewa na wizara yake ikikusanya kodi inayotakiwa kwa wakati, mambo yote aliyoahidi rais yatatekelezeka ikiwamo elimu bure kuanzia elimu ya awali hadi kidato cha nne na milioni 50 katika kila kijiji nchi nzima.

“Ni lazima tufanye kazi kwa bidii na maarifa ambayo Mungu ametujalia na kuwa na nidhamu kwa kila jambo tunalolifanya kwa Watanzania wote, tusingoje watu wengine waje watujengee nchini yetu,” alisema.

Kuongezeka kwa Thamani ya Shilingi
Dk. Mpango akizungumzia namna wizara yake itakavyowezesha thamani ya shilingi kupanda, alisema suala hilo linawezekana kwa kuongeza nguvu kwenye kuuza bidhaa za kutosha nje ya nchi.

“Kitaalam ili kuongeza thamani ya shilingi yetu, tunaweza kuiongezea nguvu hasa kwa kuuza bidhaa za kutosha nje ya nchi ili kupata fedha za kigeni za kukidhi mahitaji ya watu ya kuagiza bidhaa,” alisema.

Alisema pia ni muhimu kutilia mkazo uzalishaji wa bidhaa nyingi zinazoliingizia taifa fedha za kigeni.

Alitaja biashara hizo kuwa ni utalii unaoliingizia taifa fedha za kigeni, biashara na nchi jirani na mazao yenye thamani kubwa.
 
Alisema pia ni vema kulisimamia soko la fedha na benki kuu ili viwango vya kukopa vishuke na kusimamia ipasavyo sekta ya fedha.

“Haya yanawezekana chini ya Gavana wa Benki Kuu, Prof. Benno Ndulu, ambaye anasimamia vema sekta hiyo ili viwango vya kukopa vishuke na Watanzania wafundishwe kujiwekea akiba na kukopa kupitia saccos, benki na vicoba,” alisema.

Namna ya kukuza Uchumi wa Nchi
Dk. Mpango, alisema ili kukuza uchumi wa nchi ni lazima kuwa na utaratibu wa kujenga viwanda vikubwa nchini vinavyozalisha kwa wingi  jambo litakaloongeza pato la taifa.
 
“Nchini kwa sasa kuna kiwanda kimoja kikubwa cha Bia cha Breweries (TBL) ambacho ndicho tunakitegemea ndio maana bei ya vileo vinapanda kila siku. Lakini vingekuwapo kama hivyo 10, nina uhakikisha tungekusanya mapato ya kutosha,” alisema.
 Aibu ya kuomba misaada nje
Dk. Mpango, alisema miongoni mwa mambo yanayomnyima raha ni safari za kwenda ughaibuni kuomba misaada kwa nchi wahisani.
Alisema kitendo hicho ni cha aibu na kwa muda mrefu kimekuwa kikimsonesha moyoni hasa kwa kuwa anafahamu kuwa taifa lake lina utajiri mkubwa.
"Nimekwenda nje mara nyingi nikiongozana na mawaziri wa fedha waliopita kwenda kuomba misaada.Huwa najisikia aibu sana,tunadhalilika sana. 

"Hatuna sababu ya kuwa ombaomba,tunachotakiwa kukifanya ni kuimarisha mfumo wa ukusanyaji kodi na kuwaondolea mzigo wananchi wa hali ya chini," Alisema Dr. Mpango
