Hali si Nzuri Bandari ya Dar es Salaam.....Mizigo Yapungua Kwa Asilimia 50

Hali si shwari kwa Mamlaka ya Usimamizi wa Bandari Tanzania (TPA) baada ya wafanyabiashara wa mataifa yanayotumia Bandari ya Dar es Salaam kutafuta sehemu nyingine kiasi cha kusababisha kiwango cha mizigo kupungua kwa asilimia 50.

Bandari hiyo, ambayo ni maarufu kwa usafirishaji wa mizigo inayokwenda na kutoka nchi za Malawi, Congo, Uganda, Burundi na Rwanda, imekumbwa na kadhia hiyo baada ya wafanyabiashara wa nchi hizo kuamua kutumia bandari nyingine za Beira, Msumbiji na Durban ya Afrika Kusini.

Kaimu Meneja wa Bandari ya Dar es Salaam, Hebel Mhanga alisema hali ya biashara kwa sasa si nzuri kwa kuwa mtiririko wa shehena za mizigo umepungua ikilinganishwa na miaka iliyopita.

“Miaka yote shehena ya mizigo bandarini ilikuwa ikiongezeka kwa kati ya asilimia 10 mpaka 11, lakini sasa imeshuka mpaka kufikia asilimia 50,” alisema Mhanga kwenye semnina ya wahariri iliyofanyika ofisi za bandari hiyo jana.

Mhanga alitoa mfano wa shehena iliyokuwa ikisafirishwa na wafanyabiashara kutoka Jamhuri ya Kidemokrasi ya Congo (DRC), kuwa imepungua kwa asilimia 50 huku mizigo ya wafanyabiashara wa Zambia ikipungua kwa asilimia 46.

Alitaja sababu zilizochangia kuporomoka kwa biashara hiyo kuwa ni pamoja na wafanyabiashara hao kuanza kukatwa kodi ya Ongezeko la Thamani (VAT).

Alisema tangu sheria ya ulipaji wa VAT ilipopitishwa mwaka jana, wasafirishaji wote wanaotumia bandari hata wale ambao mizigo yao inasafirishwa kwenda nchi jirani, wanalazimika kulipia kodi hiyo.

Sababu nyingine ni utaratibu wa himaya moja ya forodha kwa nchi wanachama wa Jumuiya ya Afrika Mashariki. 
Alisema baada ya kuona mfumo huo unafaa, Tanzania iliamua kuutumia kwa nchi nyingine ambazo hazipo katika jumuiya hiyo.

Alisema katika utaratibu huo, nchi zote zinakuwa na mwakilishi katika ofisi za TPA na masuala ya kodi na mizigo yote inalipiwa ushuru nchini kabla ya kusafirishwa kwenda nchi zao.

“Hili limekuwa mwiba kwa wenzetu wa DRC, kwani nchini mwao mfumo wa ukusanyaji kodi unatoa mianya ya ukwepaji, kwa hiyo kwa kutumia njia hii ni wazi kuwa kila mzigo utalipiwa hapa nchini kabla haujasafirishwa, jambo wanaloona linalowaongezea gharama za uendeshaji,” alisema.

Mhanga alisema kutokana na hali hiyo, kwa sasa wafanyabiashara hao wameamua kutumia bandari za nchi nyingine kupitisha mizigo yao, akizitaja kuwa ni Durban na Beira.

Sababu nyingine aliyoitaja ni kushuka kwa thamani ya Randi dhidi ya Dola ya Marekani, kitu alichosema kinawafanya wasafirishaji kuona kwamba wakipitishia mizigo yao Dar es Salaam wanatumia fedha nyingi kuliko Durban.

“Ulipaji wetu unawalazimisha wafanyabiashara watumie Dola wakati wao wanatumia Randi ya Afrika Kusini na sasa imeshuka, hivyo njia rahisi kwao ni kutumia Bandari ya Durban kwa kuwa watapunguza gharama za usafirishaji,” alisema.

Alisema sababu ya nne ni kukamilika kwa ujenzi wa njia ya reli kutoka Malawi hadi Beira.

Alisema usafirishaji mizigo kwa njia ya reli ni nafuu kwa kuwa unapunguza gharama kwa asilimia 30 na pia hutumia siku chache hivyo wafanyabiashara wengi sasa wanatumia bandari ya Beira badala ya Dar es Salaam. 
 “Kutofanya vizuri kwa reli yetu ni kikwazo kikubwa kwa biashara ya bandari. Mfano hadi Desemba 2015, jumla ya tani 14.8 zilipita bandari yetu, lakini ni asilimia 0.01 pekee ndiyo iliyosafirishwa kwa njia ya reli na asilimia 99.9 ilisafirishwa kwa barabara,” alisema meneja huyo.

Meneja huyo alisema ili kunusuru hali hiyo, busara inahitajika zaidi, ikiwa ni pamoja na kupitia upya sheria hiyo ya VAT.

Alisema kwa upande wao wameshafanya maboresho ili kuvutia wawekezaji kuja nchini, ikiwa ni pamoja na kuimarisha matumizi ya teknolojia tofauti na awali.

Alisema kwa sasa wamezindua mfumo mpya unaojulikana kama ‘Habour View’ unaosaidia kupokea taarifa zote za meli, mizigo na ulipaji hivyo mteja anaweza kulipia kwa njia za benki na simu.

Alisema wamefupisha muda wa kushusha mzigo katika meli hadi kufika siku mbili tofauti na awali ilipokuwa inachukua siku sita.

Alisema kwa upande wa shehena ya magari, mwaka 2010 uwezo ulikuwa ni kushusha magari 200 lakini kwa sasa wana uwezo wa kushusha magari 700.

Awali, Mkurugenzi wa Masoko wa TPA, Fransisca Muhindi alishauri Serikali kuwekeza katika kutangaza bandari hiyo ili kuinusuru.

“Wenzetu hawalali, wanafanya biashara ya ‘door to door market’(nyumba kwa nyumba), wanawekeza kiasi kikubwa. Ni bahati mbaya sana sisi hatuwekezi. Kuna usemi unasema wekeza shilingi ili upate shilingi,” alisema.


Alisema kwa sasa mzigo wa shaba ambao awali ulikuwa asilimia 60 ya mizigo yote bandarini umeshuka hadi kufikia asilimia 15 huku sababu kubwa ikiwa ni reli.
