Waziri Mkuu Kassim Majaliwa Akagua Bandari ya Mtwara na Kunusa Harufu ya Ufisadi katika Ujenzi wa Gati 3


WAZIRI MKUU Kassim Majaliwa amekagua bandari ya Mtwara na kunusa harufu ya ufisadi katika utoaji wa zabuni ya ujenzi wa gati mpya tatu.
 

Waziri Mkuu ambaye alikagua eneo la ujenzi wa gati hizo jana (Jumamosi, Februari 27, 2016), alisema anazo taarifa juu ya utolewaji wa zabuni hiyo na mzabuni ameshashinda lakini kuna madai kwamba watu wa manunuzi kupitia PPRA ndiyo wanakwamisha zabuni hiyo.

Aliwaomba wabunge wa mkoa wa Mtwara washirikiane kusimamia suala hilo ili ujenzi wake uweze kuanza mara moja na kuleta ajira kwa wana Mtwara. "Ujenzi ukikamilika siyo tu ajira zitaongezeka bali hata meli nyingi zitaleta mizigo katika bandari hii na mapato ya mkoa yataongezeka", alisema.
 
"Natambua kwamba kuna mpango wa kujenga gati nne ambapo moja kati ya hizo itajengwa na TPA (Mamlaka ya Bandari) lakini hizi tatu zilitangazwa na kupata mzabuni ambaye ni kampuni ya Hyundai kutoka Japan. Lakini hii kampuni imekuwa ikizungushwa bila sababu. Tutafuatilia kubaini tatizo liko wapi," aliongeza. 
 
"Sasa hivi tuna uwezo wa kupaki meli moja tu, lakini gati zikikamilika tutaweza kuwa na meli tatu kwa mpigo, cha msingi tusimamie maamuzi yetu kwamba lazima wafanyabiashara wa korosho watumie bandari hii kusafirisha mizigo yao na si kuipeleka kwingine."

 "Kwenye Bodi ya Korosho nako kuna majipu yanahitaji kutumbuliwa. RCC ilishakaa na kupitisha uamuzi kuwa mizigo yote ipitie bandari ya Mtwara lakini kuna watu ndani ya Bosi hiyo wanatoa vibali vya kusafirisha mizigo kupitia bandari ya Dar es Salaam."

Alimtaka mkuu wa bandari ya Mtwara (Port Master) Bw. Prosper Kimaro awe makini na watu wa kitengo cha manunuzi katika bandari hiyo kwani kimekuwa chanzo cha upotevu wa fedha za Serikali kutokana na ujanja wa watu wachache. 
 
"Hapa si kuna mtu alitaka kuiba sh. milioni 300 kwa kufoji saini za wakubwa wake? alihoji Waziri Mkuu swali ambalo lilijibiwa na Bw. Kimaro kwamba ni kweli lakini uongozi uliingilia kati kabla wizi huo haujakamilishwa.

Kuhusu fidia kwa wakazi wa vijiji vya Kisiwa na Mgao ambao wamekubali kuhama ili kupisha upanuzi wa bandari hiyo, Waziri Mkuu aliwahakikishia wabunge hao pamoja na uongozi wa bandari kwamba kiasi cha sh. bilioni 13.8/- kimekwishatengwa na Wizara na kitatolewa mapema mwezi ujao.

Alitumia fursa hiyo kusisitiza udhibiti wa bandari bubu ambazo zinatumiwa kuingiza sukari na mchele mchezo ambao unaikosesha Serikali mapato. 

"Mkuu wa Mkoa, nilikwishatoa agizo kama hilo wakati nimeenda kukagua bandari ya Tanga. Kaa na Kamati ya Ulinzi na Usalama ya Mkoa nanyi pia muweke mbinu za kudhibiti upenyo huu wa kuingiza bidhaa za magendo kwa sababu hawa ndiyo wanaokwepa kulipa kodi ya Serikali," alisisitiza.

Mkuu wa bandari hiyo, Bw. Kimaro wakati akitoa taarifa ya utendaji wa bandari mbele ya Waziri Mkuu, alisema bandari hiyo ilianzishwa mwaka 1950 na imekuwa inakabiliwa na ufinyu wa gati ya kuegesha meli, vifaa vya kupakulia na kupakia mizigo na kwamba hivi sasa wamekwishapata winchi ya bandarini (harbour crane) yenye uwezo wa kubeba tani 100 na tayari wako kwenye mpango wa kujenga gati moja.
