 Tamko Kuhusu Mwenendo Wa Ugonjwa Wa Kipindupindu Nchini Lililotolewa Na Mhe. Ummy Mwalimu (mb); Waziri Wa Afya, Maendeleo Ya Jamii, Jinsia, Wazee Na Watoto, Tarehe 1 Februari 2016

Ndugu Waandishi wa Habari,
Wizara yangu inaendelea kutoa taarifa ya wiki kwa umma kuhusu mwenendo wa ugonjwa wa kipindupindu hapa nchini. Hadi kufikia tarehe 31 Januari 2016, jumla ya watu 15067 wameugua ugonjwa huo, na kati yao watu 233 wamepoteza maisha kwa ugonjwa huu. 

Njombe, Ruvuma na Mtwara ndiyo mikoa pekee ambayo haijawahi kuripoti mgonjwa yoyote wa kipindupindu, tangu mlipuko huu uanze mnamo mwezi Agosti mwaka huu.

Takwimu za Kuanzia tarehe 25 hadi 31 Januari 2016, zinaonyesha kuwa mkoa wa Simiyu ndio umeongoza kwa kuripoti idadi kubwa zaidi ya wagonjwa ukilinganishwa na mikoa mingine, (Bariadi vijijini 33, Bariadi mjini 26, Busega 19, Itimila 10 na Maswa 4), ukifuatiwa na mikoa ya Mwanza (Ukerewe 38, Nyamagana 23 na Ilemela 9), Mara ( Musoma manispaa 12, Musoma DC 11, Tarime Vijijini 12 na Butiama 20), Morogoro (Morogoro Manispaa 36, Morogoro vijijini 14, Mvomero 6 na Kilosa 3) na Manyara  (Babati 40, Simanjiro 12)

Jumla ya mikoa ambayo imeripoti kuwa na wagonjwa ni 15 ambapo wagonjwa 459 na vifo 5 vimeripotiwa. Idadi ya wagonjwa walioripotiwa wiki hii imepungua ukiliinganisha na idadi ya wiki iliyoishia tarehe 24 Januari ambapo wagonjwa 524 na vifo 10 vilioripotiwa, punguzo hilo ni sawa na 12%.

Ugonjwa huu bado ni tatizo na tunahitaji ushirikiano wa kila mmoja katika kudhibiti Ugonjwa huu.  Changamoto ambazo nilizitaja katika tamko la tarehe 24 Januari bado zipo na zinaendelea kuchangia kulegalega kwa juhudi za kupambana na Kipindupindu ni;
 
i.Kuwepo na idadi ndogo ya kaya ambazo zinamiliki na kutumia vyoo bora hususani katika maeneo ambayo yameathirika zaidi na ugonjwa huu.
 
ii.Kutokuwepo kwa miundombinu stahiki ikiwemo choo na maji katika Maeneo ya mikusanyiko kama masoko na minada kutokuwa na
 
iii.Wananchi kutokutii sheria zilizopo kwa kuendelea kuuza chakula bila kuzingatia kanuni za afya na kuuza matunda yaliyokwisha katwakatwa maeneo yasiyo salama
 
iv.Utiririshaji wa maji taka kwenye vyanzo vya maji, pamoja na kujisaidia maeneo ya wazi na pembezoni karibu na vyanzo vya maji
 
v.Kuwepo kwa idadi ndogo ya watu wanaopata maji safi na salama ya kunywa. Aidha utakasaji wa maji katika ngazi ya kaya kwa kuyachemsha au kwa kutumia vidonge vya kutakasia bado ni changamoto kubwa.

Kutokana na changamoto hizo, Wizara ya Afya, Maendeleo ya Jamii, Jinsia, Wazee na Watoto, ikishirikiana na wadau pamoja na na sekta nyingine, inaendelea na mapambano ya udhibiti wa ugonjwa wa kipindupindu na  inaendelea kusisitiza ushiriki wa jamii katika mapambano haya  kwa kuzingatia yafuatayo:

-  kunywa maji yaliyo safi na salama
- kuepuka kula chakula kilichoandaliwa katika mazingira yasiyo safi na  salama
-   kunawa mikono kwa sabuni na maji safi  yanayotiririka.
-  kutumia vyoo wakati wote na kutokujisaidia ovyo katika vyanzo vya maji vya mito, maziwa na mabwawa.
-  Kutokutiririsha maji taka na vinyesi ili kuepuka uchafuzi wa vyanzo vya maji
- Wananchi kuwahi mapema katika vituo vya kutolea huduma za afya mara waonapo dalili kuu za ugonjwa wa kipindupindu ambazo ni pamoja na  kuanza ghafla kuharisha mfululizo kinyesi cha majimaji meupe kama maji yaliyooshea mchele na kinaweza kuambatana na kutapika, kulegea, kusikia kiu, midomo kukauka, na kuishiwa nguvu. Mgonjwa anaweza kupoteza maisha endapo hatapata huduma yoyote ya tiba katika muda mfupi na hasa kutokana na kuishiwa maji.

Wizara imeendelea kupeleka timu za Taifa katika mikoa inayoonekana kuwa bado na changamoto katika kudhibiti Kipindupindu. 

Timu hizi za Taifa zitakwenda tena tarehe 1 Febrauri 2016 katika mikoa ya Morogoro, Dodoma,Simiyu, Kilimanjaro, Manyara, Mbeya, Mwanza na Mara.

 Aidha katika Timu ya Mkoa wa Morogoro, nimemwagiza Katibu Mkuu ashiriki katika pamoja na Timu itakayokwenda mkoani hapo na mimi mwenyewe nitakuwepo katika Timu ya mkoa wa Dodoma.

Napenda kurudia tena kutoa agizo kwa Mamlaka za Mikoa na Halmashauri pamoja na watendaji wake kote  nchini kuendeleza juhudi za kuzuia kusambaa kwa mlipuko ambazo ni pamoja na: 
 
·Uundwaji wa Timu za mikoa na wilaya ambazo zitashirikisha kila sekta na wadau mbalimbali katika hatua mbalimbali za kuratibu mikakati ya udhibiti wa ugonjwa wa kipindupindu
 
· Ushirikishwaji wa viongozi ngazi mbali mbali, hasa ngazi za Halmashauri kwa kushirikisha madiwani na viongozi wa kata, vijiji, na mitaa Hasa katika Kusimamia utekelezwaji wa Sheria ya Afya ya Mazingira na Sheria ndogo ndogo (By-Laws). 
 
   Matumizi ya sheria hizi pia yazingatie Haki za Binadamu hususan katika uamuzi wa kutumia nguvu ambayo inaweza kuleta madhara kwa mtu. 
 
·Ushirikishwaji wa wadau mbalimbali ngazi ya mkoa,wilaya, halmashauri zikiwemo sekta binafsi na viongozi wa dini  katika jitihada za kupambana na kipindupindu

·Mamlaka husika kuhakikisha upatikanaji wa maji safi na salama ikiwa ni pamoja na uwekaji wa dawa ya klorini kwenye maji na kupima usalama wa maji mara kwa mara.

·Kila halmashauri inapaswa kutoa taarifa  mapema na kwa wakati bila kuficha pindi wanapopata wagonjwa wapya  na jamii isiwekewe vikwazo  vya faini au kunyanyapaliwa wapatao ugonjwa huu kwani inaweza kusababisha wananchi kuogopa kwenda katika vituo vya afya.

Hitimisho

Wizara ya Afya, Maendeleo ya Jamii, Jinsia, Wazee na Watoto, inatoa rai kwa jamii, wataalamu na viongozi katika ngazi zote kila mmoja kutimiza wajibu wake katika harakati za kuudhibiti ugonjwa huu. 

Tunawashukuru wadau wote, yakiwemo Mashirika ya Kimataifa kwa mchango wao mkubwa katika jitihada zetu za kupambana na Kipindupindu.
