Elimu Bure Tanzania Inaanza Leo Kwa Shule Za Serikali......Kuhusu Shule Binafsi Serikali Imeamua Kujipa Muda wa Kutathmini


Watanzania leo wanaanza kufaidi elimu bure kufuatia kufunguliwa kwa shule za umma huku Waziri wa Elimu, Sayansi, Teknolojia na Ufundi, Prof. Joyce Ndalichako, akisema fedha zimeshafika kwa kila shule.

Aidha, Prof. Ndalichako amewataka wamiliki wa shule binafsi kujitathmini.

Itakumbukwa kuwa serikali ilipoanzisha Mpango wa Maendeleo ya Elimu ya Msingi na Sekonari mwaka 2000, lengo lilikuwa ni kutoa ruzuku ya Sh.10,000 kwa kila mwanafunzi wa shule ya msingi na Sh. 25,000 kwa kila mwanafunzi wa sekondari kwa mwaka.
 
Ruzuku hiyo inalenga kugharimia ununuzi wa vitabu vya kiada na ziada, vifaa vya kufundishia zikiwamo chaki, madaftari, kalamu za risasi na wino, karatasi za kufanyia mitihani, ukarabati miundombinu ya shule na shughui za utawala.

Juzi, Prof. Ndalichako alisema  kuwa fedha za ruzuku kwa wanafunzi shule za msingi na sekondari, zimeshapelekwa, lengo likiwa ni kuhakikisha leo wanafunzi wanaanza masomo.

“Fedha hizi zitakuwa zikitolewa kwa awamu, kwa hiyo zilizokwenda ni awamu ya kwanza tu,” Alisema Profesa Ndalichako

Prof. Ndalichako alisema ili kuhakikisha fedha zote zinazotolewa zinafika kwa walengwa, watashirikiana na Ofisi ya Rais, Tawala za Mikoa na Serikali za Mitaa (Tamisemi), kuhakikisha zinawafikia walengwa.

Alisema moja ya njia ya kufikia lengo hilo ni kutoa fedha hizo kwa awamu na kuhimiza uaminifu kwa watu wote wanaohusika.
 
Ada Elekezi Kwa Shule Binafsi
Akizungumzia ada elekezi, alisema suala hilo ameona ni vyema lifanyiwe utafiti kwa kila shule kufafanua matumizi ya fedha wanazotoza na kuwa na baada ya kukubaliana ada elekezi, watakaokiuka watakabidhiwa kwa Mamlaka ya Mapato (TRA), ili watozwe kodi.

“Hili suala nimelikuta na nikaona ni vyema tufanye utafiti kidogo. Sasa hivi shule nyingi tayari zina viwango vya ada na vina tofauti kubwa tu. Kwa kuanzia, nimeona tuanze na ada zilizopo, tayari nimeshaelekeza na kazi imeanza kwa kutaka wamiliki wa shule watoe `justification’ (hoja za kuhalalisha)  ada wanazotoza,” alisema na kuongeza:

“Nimeona kuna umuhimu wa kushirikisha hawa watu na kuwasikiliza, ndiyo maana tukasema kwanza wao watupatie hayo maelezo. Mtu aseme labda anatoza Sh. milioni tano, atuambie ana walimu wangapi, mishahara yao Sh. ngapi?  Gharama za umeme ni Sh. ngapi?

"Akisema gharama za chakula na sisi tunazijua, tutaangalia hata kama anawapa watoto soseji, tutaangalia bei na kadhalika, tunachotaka kwanza tutafute uhalisia wa hizo ada.

“Najua kuna baadhi ya maeneo tutakosa uhalisia maana mwingine anatoza bei ya umeme labda kila mwanafunzi Sh. 20,000, kama  ana wanafunzi 500, jumla yake itakuwa Sh. ngapi? Tutamwambia atupe bili ya umeme tuthibitishe,” alisema Pro. Ndalichako.

Alisema wameamua kufanya hivyo kwa kuwa shule binafsi zina mazingira tofauti na hivyo ni vigumu kuwa na ada elekezi moja ambayo kweli inatekelezeka. 
“Ada elezi haiwezi kuwa sawa kwa sababu shule zina viwango tofauti na walimu aina tofauti. Hata maeneo zilipo, ni tofauti, pia kuna huduma tofauti zinazotolewa na shule hizi.

Kila shule ikitoa mchanganuo, tujua kilichopo, tukiwa na data (takwimu) itatusaidia kujua mengi na sisi kujipanga vizuri, hata vyakula wanavyotoa tutaviangalia na kuvihakiki, usije kutoza Sh.15,000  kwa chakula kwa siku halafu ukampa mtoto ugali na maharage,” alisema.

Alisema pamoja na mambo mengine, vitu hivyo vitathibitishwa na wakaguzi wa shule na pale inapobidi wazazi watashirikishwa ili kupata uhalisia.

“Tutachukua muda, lakini tutakuja na majibu ambayo Watanzania wote watakubali kwa sababu sasa hivi wapo ambao hawapo na sisi wizara, hatutaki kumwambia mtu anayetoa kompyuta, na vitu vingine muhimu kwa mwanafunzi aache.


"Lazima tushirikiane nao ili hata kwenye utekelezaji tufanikiwe, ambacho hatutaki ni shule kutumia sana wanafunzi kama sehemu ya kipato na tukiweka ada elekezi wale watakaotoza zaidi, tutawapeleka TRA wawatoze kodi kwa sababu hawa wanafanya biashara, wanazalisha,” alisema Prof. Ndalichako.
