WAZIRI MKUU: SERIKALI ITATOA WARAKA JUU YA UKUSANYAJI MAPATO KUPITIA MAWAKALA

WAZIRI MKUU Kassim Majaliwa amesema Halmashauri zitaelekezwa kwa waraka ni vyanzo vipi vitahitaji kutumia wawakala wa ukusanyaji mapato kwani siyo kila chanzo cha mapato ya Halmashauri kitakusanywa kwa ufanisi kwa kutumia au kwa kutotumia mawakala.
Waziri Mkuu ametoa agizo hilo jana mchana (Alhamisi, Juni 30, 2016) wakati akitoa hoja ya kuhitimisha mkutano wa tatu wa Bunge la 11 la Jamhuri ya Muungano wa Tanzania kwenye ukumbi wa Bunge mjini Dodoma.
Amesema katika ukusanyaji wa mapato, baadhi ya vyanzo vitapaswa kukusanywa na Halmashauri zenyewe kwa kuzingatia miongozo iliyotolewa na Serikali. “Moja ya miongozo hiyo ni kwamba kuanzia sasa, iwe kwa kutumia mawakala au Halmashauri zenyewe ni lazima fedha zinazokusanywa ziwekwe kwenye akaunti ya Halmashauri na kutumia mifumo ya kielektroniki ili kupunguza au kumaliza kabisa masuala ya kutumia malipo kwa fedha taslimu (cash transactions),” alisema.
Amesema katika kutekeleza agizo hilo, Halmashauri itabidi zikubaliane na wakala ni kiasi gani cha asilimia ya makusanyo kitalipwa kwa wakala na malipo yafanyike baada ya kukusanya na kuingizwa kwenye akaunti ya Halmashauri.
Amesema Sheria ya Fedha ya Serikali za Mitaa Sura ya 290, inazipa uwezo Mamlaka za Serikali za Serikali za Mitaa kutoza na kukusanya kodi, ushuru na ada mbalimbali kama vyanzo vya mapato vya Mamlaka za Serikali za Mitaa.
“Sheria hiyo pia inazipa mamlaka hizo kuteua mawakala wa kukusanya mapato hayo kwa niaba ya Mamlaka za Serikali za Mitaa kwa kuzingatia sheria, kanuni na taratibu. Lakini Serikali imebaini changamoto za kiufundi katika kufanya tathmini ya vyanzo vya mapato; ugumu katika kupata mawakala wenye weledi katika ukusanyaji mapato na kubuni vyanzo vipya vya mapato, na wakati mwingine watumishi wenyewe kujipa uwakala kinyume na taratibu zinazomzuia mtumishi kufanya biashara na taasisi yake,” alisema.
Amesema hatua ya Mamlaka za Serikali za Mitaa kutumia mawakala ni miongoni mwa mikakati ya kuboresha ukusanyaji mapato na pia kutoa muda mwingi zaidi kwa watumishi wa mamlaka hizo kushughulika na majukumu ya msingi ya Halmashauri na hasa utoaji wa huduma kwa wananchi na usimamizi wa miradi ya maendeleo.
“Pamoja na dhamira nzuri ya hatua hizo, tunayo mifano ya baadhi ya Halmashauri kama vile Nzega ambayo baadhi ya wahusika wameshinikiza wakitaka zabuni zote wapewe madiwani. Jambo hili halikubaliki na tena ni kinyume cha maadili ya utumishi,” alisisitiza.
Katika hatua nyingine, Waziri Mkuu ameziagiza Halmashauri zote nchini kwamba kuanzia Julai Mosi, 2016 zihakikishe zinatumia mifumo ya kielektroniki katika kukusanya mapato, katika kulipa, kuweka na kutekeleza kikamilifu mikakati madhubuti ya kuboresha makusanyo iwe yanakusanywa na Halmashauri au na wakala.
Amesema Mamlaka za Serikali za Mitaa zina wajibu wa kutoa taarifa kwa wananchi kuhusu mapato na matumizi ya Serikali pamoja na michango ya wananchi licha ya kuwa uzoefu unaonesha kuwa mamlaka hizo zina tatizo la kukaa na fedha kwa muda mrefu kabla ya kuzielekeza kwenye matumizi yaliyokusudiwa.
“Kuchelewesha kutoa fedha zilizotengwa kwa shughuli zilizopangwa ni kuchelewesha kufikisha huduma muhimu kwa wananchi. Napenda kuhimiza uzingatiaji wa utaratibu wa kutoa taarifa kwa wananchi kuhusu mapato na matumizi ya fedha za Serikali katika ngazi zote ili kuongeza uwazi na uwajibikaji katika sekta ya umma,” aliongeza.
Mkutano huo wa tatu wa Bunge ulioanza Aprili 19, 2016 ulikuwa mahsusi kwa ajili ya kujadili na kupitisha bajeti ya kwanza ya Serikali ya Awamu ya Tano pamoja na Makadirio ya Mapato na Matumizi kwa mwaka wa fedha 2016/2017. Bunge limeahirishwa hadi Septemba 6, mwaka huu litakapokutana tena mjini Dodoma.
