TAKUKURU Yaanza Kuchunguza Jinsi Waziri Lukuvi alivyokataa Rushwa ya Bilioni 5


Takukuru imeanza kuchunguza taarifa kwamba Waziri wa Ardhi, William Lukuvi alikataa kupokea rushwa ya Sh5 bilioni iliyotaka kutolewa na wafanyabiashara wawili wakubwa ili kuwapitishia mradi wa Sh84 bilioni.

Katika mahojiano  na gazeti  la Mwananchi  hivi  karibuni, Waziri Lukuvi alisema kwamba lengo la wafanyabiashara hao ilikuwa ni kufanikisha mpango wao wa kuiuzia Serikali ardhi kwa bei kubwa kwenye eneo linalotakiwa kujengwa mji wa kisasa wa Kigamboni.

Licha ya kukataa kutaja majina ya wafanyabiashara hao, Lukuvi alisema mtandao huo wa wafanyabiashara ni hatari na unaweza kusababisha mtu ashindwe kufanya kazi ya wananchi iwapo ataendekeza rushwa.

Jana, Mkurugenzi wa taasisi hiyo, Valentino Mlowola alisema kutokana na taarifa ya kiongozi huyo, ofisi yake iliamua kuchukua chanzo hicho na kuanza kazi ya uchunguzi.

Hata hivyo, Mlowola hakutaka kuweka wazi kazi ya uchunguzi huo imeanza lini wala ilipofikia. 

 “Kueleza tumeanza lini hilo ni suala la kiufundi, tumeshaanza kushughulikia,” alisema Mlowola ambaye Rais John Magufuli amemuidhinisha rasmi kuwa Mkurugenzi Mkuu wa taasisi hiyo baada ya kukaimu kwa miezi kadhaa.

Katika ufafanuzi wake, kamishna huyo wa zamani na mkurugenzi wa Intelijensia ya Makosa ya Jinai katika Jeshi la Polisi, alisema taasisi hiyo kwa sasa imekuwa ikichukua tuhuma yoyote ya rushwa kutoka chanzo chochote baada ya kuripotiwa.

Katika mahojiano hayo, Waziri Lukuvi alisema wafanyabiashara hao waliwaeleza marafiki zake wa karibu kuwa wangempa rushwa.

Mji huo mpya wa Kigamboni unajumuisha kata za Kigamboni, Tungi, Vijibweni, Mjimwema, Kibada, Somangila na eneo lote hilo lina ukubwa wa takribani ekari 6,000.

Awali mradi huo ulitarajiwa kugharimu Sh13 trilioni ambazo zingetolewa na Serikali, lakini ikaamua kushirikisha sekta binafsi ili kuujenga na Serikali ishughulikie uwezeshaji wa awali.

Lukuvi ambaye alihamishiwa Wizara ya Ardhi mapema mwaka jana na kubakizwa katika wizara hiyo na Rais Magufuli, alisema amegundua kuna mtandao mkubwa wa rushwa unaoanzia ngazi ya halmashauri mpaka wizarani ambao unahusisha maofisa wa Serikali na viongozi wa wizara.

“Kama ukiwa na tamaa huwezi fanya kazi uliyotumwa. Kuna wakati walikuja ni wafanyabiashara wawili wakubwa na kutaka wanipe Sh5 bilioni ili nikubali kupitisha mradi wao wa mabilioni ya shilingi na walitangaza kwa marafiki zangu kuwa wangenipa fedha, lakini hapa hawawezi,” alisema Lukuvi.

Aliongeza: “Wakati naingia tu wizara hii nilikuta harakati za kukamilisha mradi wa Kigamboni ukiwa katika hatua za mwisho na kila kitu kilikuwa kimekamilika. Lakini nilipopitia vizuri nilikataa kuwalipa wafanyabiashara hao. Cha ajabu hazikupita siku mbili walipata taarifa wakaja mbio kutaka kuniona.”

Kwa mujibu wa Waziri Lukuvi, wafanyabiashara hao walitaka walipwe Sh141 milioni kwa kila ekari wakati wao walinunua ardhi kutoka kwa wananchi kwa Sh5 milioni kwa ekari, jambo ambalo alisema lilishapitishwa awali.

“Niligundua pale kuna udanganyifu na wizi mkubwa. Haiwezekani mwekezaji anunue kutoka kwa wananchi ekari moja kwa Sh5 milioni, kisha Serikali tumlipe Sh141 milioni kwa ekari kwa kuvuka pantoni tu. Ni wizi mkubwa.

"Kama kweli Serikali ina fedha hizo kwa nini tusimlipe mwananchi moja kwa moja?” alihoji.

Waziri Lukuvi alisema endapo njama hizo zingefanikiwa, Serikali ingetumia zaidi ya Sh84 bilioni kuwalipa wawekezaji hao hewa kwa kuwa mmoja anamiliki takribani ekari 200 na mwingine 400.

“Niliwaambia Serikali haiwezi kuwalipa fedha hizo na badala yake waende kuiendeleza ardhi wenyewe kulingana na mradi unavyotaka. Walitaka kutajirika kwa ujanja ujanja,” alisema Lukuvi na kuongeza:

“Eti walidai wamekopa fedha benki kwa ajili ya mradi huo. Haiingii akilini mtu utumie Sh5 milioni, halafu uje uvune mabilioni ya fedha kwa kuvuka pantoni tu.”
