Wabunge Wa Upinzani Wagoma Kuteua Wenyeviti PAC Na LAAC



Mbunge wa Singida Mashariki (Chadema), Tundu Lissu amesema kutokana na Spika wa Bunge kuteua kibaguzi wajumbe wa kamati za kudumu za Bunge, wabunge wa upinzani hawatashiriki uchaguzi wa wenyeviti wa kamati mbili ambazo zinapaswa kuongozwa na upinzani.

Amedai kuwa katika kamati hizo za Hesabu za Serikali (PAC) na Hesabu za Mashirika ya Umma (LAAC), wameteuliwa wabunge wa upinzani ambao hawana uwezo mkubwa katika kutekeleza majukumu hayo na wamekataa kabisa kumhamisha na kumuweka Freeman Mbowe kuwa mjumbe wa kamati hizo.

Kwa mujibu wa Tundu Lissu,  ili Mbowe aweze kuwa mwenyekiti wa PAC au LAAC ni lazima awe mjumbe wake, jambo ambalo limekuwa gumu baada ya Spika wa Bunge, Job Ndugai, kukataa kumpeleka huko.

Tundu Lissu amesema Ndugai amefanya hivyo kwa madai kwamba amepokea amri kutoka mamlaka za juu  asihamishe mjumbe wa kamati zozote ambazo zimetangazwa

Amesema endapo hawataafikiana na Spika na kufanya marekebisho ya wajumbe wa kamati kama wanavyotaka, kamwe hawatakuwa tayari kuongoza kamati hizo

“Hili Bunge litakuwa la vichekesho, maana unasema kamati za usimamizi wa fedha za umma zitaongozwa na wapinzani halafu unawachagulia nani aongoze hizo kamati. Hatushiriki uchaguzi acha waendelee.”

“Kwa mujibu wa mabunge ya jumuiya za madola, kamati hizo mbili lazima ziongozwe na wabunge kutoka upinzani, hivyo majukumu ya PAC hayawezi kuhamishiwa PIC (kamati mpya ya Uwekezaji wa Mitaji ya Umma).”

Mara baada ya Spika kutangaza majina ya Kamati za Kudumu za Bunge, wabunge wa upinzani walipinga jinsi uteuzi huo ulivyofanyika kwa maelezo kuwa wabunge wenye weledi mkubwa walipangiwa kamati zisizojihusisha na masuala makubwa ya kitaifa.

Akizungumzia suala hilo, Naibu Katibu wa Bunge, John Joel alisema kamati hizo zinaweza kuendelea na kazi bila kuwa na wenyeviti.

“Kiutaratibu mwenyekiti wa kamati hizo mbili lazima atoke upinzani ila makamu wake hutokea CCM. Hata wasiposhiriki zitaendelea na kazi chini ya makamu mwenyekiti. Hakuna kanuni inayoeleza kuwa lazima kamati iwe na mwenyekiti. Ni kama bungeni asipokuwepo Spika, shughuli zitaendelea kufanywa na Naibu Spika,” alisema.
