Dk. Jakaya Kikwete Aula Kimataifa.......Achaguliwa Kwenye Jopo La Wenyeviti Wa Ushauri Ngazi Ya Juu Ya Afya Ya Mama Na Mtoto Duniani



Serikali ya Jamhuri ya Muungano wa Tanzania imepokea kwa furaha uteuzi uliofanywa na Katibu Mkuu wa Umoja wa Mataifa Mhe. Ban Ki-Moon wa kumteua Mheshimiwa Dkt. Jakaya Mrisho Kikwete, Rais  Mstaafu wa awamu ya nne wa Jamhuri ya Muungano wa Tanzania kuwa mmoja wa wenyeviti wa jopo la ushauri la ngazi ya juu kuhusu Afya ya Mama na Mtoto (Every Woman, Every Child) Duniani. 

Kwa niaba ya Serikali, Wizara ya Afya, Maendeleo ya Jamii, Jinsia, Wazee na Watoto na kwa niaba yangu binafsi napenda kuchukua fursa hii kumpongeza kwa dhati Mheshimiwa Dkt. Jakaya Mrisho Kikwete kwa uteuzi huu.

Wakati wa uongozi wa Serikali yake ya awamu ya nne, Mhe. Dkt Jakaya Kikwete amekuwa mstari wa mbele kitaifa na kimataifa katika kusimamia na kutetea huduma bora za afya ya mama na mtoto. 

Mwaka 2005, mara baada ya kuingia madarakani Mhe. Dkt Jakaya Kikwete aliagiza Wizara ya Afya na Ustawi wa Jamii kuandaa Mpango wa Maendeleo wa Afya ya Msingi (MMAM) akiwa na nia ya kusogeza huduma za afya karibu na wananchi, hususan huduma ya afya ya uzazi na mtoto. Kutokana na jitihada zake hizo, vituo vya kutolea huduma za afya vya umma viliongezeka kutoka 5,172 mwaka 2005 hadi 7,247 mwaka 2015.

Mwaka 2007, Mhe Dkt. Jakaya Kikwete aliungana na Waziri Mkuu wa Norway Mhe. Jens  Stoltenberg na viongozi wengine  wa kimataifa kuanzisha Mtandao wa Viongozi wa Dunia wa kutoa msaada wa kisiasa katika ngazi ya juu kabisa na kufanya uragibishaji  (advocacy) kwa ajili ya malengo ya milenia namba 4 na 5 yanayohusu kupunguza vifo vya watoto na wanawake wajawazito. (Network of Global Leaders Advocating for MDG4 and 5).

Mwaka 2008, Mhe Dkt. Jakaya Kikwete alizindua Mpango Mkakati wa Taifa wa Kuongeza Kasi ya Kupunguza vifo vitokanavyo na uzazi na vya watoto wachanga (Road Map to Accelerate Reduction of Maternal Newborn and Child Health 2008-2015). 

Mwaka 2014 alizindua Mpango Mkakati ulioboreshwa kupunguza vifo vitokanavyo na uzazi na vya watoto (Sharpened One Maternal Newborn and Child Health Plan 2014-2015). 

Sambamba na uzinduzi wa mpango mkakati huo, pia alizindua kadi maalum ya kutathmini utekelezaji katika afua za kupunguza vifo vitokanavyo na uzazi na vya watoto.

Kadi hii aliikabidhi kwa Wakuu wa Mikoa wote nchini na kuwaagiza wasimamie kwa karibu na kuwa atafuatilia utekelezaji wake.

Mwaka 2010, Dkt. Jakaya Kikwete aliungana na Mhe. Ban Ki-moon wakati anatangaza nia ya kuwa na mpango mkakati wa kimataifa wa afya ya wanawake na watoto “UN Secretary General’s Strategy for Women’s and Children’s Health 2010-15”. 

Baada ya mkakati huu kukamilika Desemba  2010, Mhe. Dkt. Kikwete aliteuliwa na Mhe. Ban Ki-Moon kuwa Mwenyekiti Mwenza wa Tume ya Taarifa na Uwajibikaji kwa ajili ya Afya ya Wanawake na Watoto “UN Commission on Information and Accountability for Women’s and Children’s Health”. 

Kazi hii aliifanya kwa umahiri na weledi mkubwa kwa kushirikiana na Mwenyekiti mwenza aliyekuwa Waziri Mkuu wa Canada, Mhe. Stephen Harper. 

Tume hiyo iliwasilisha ripoti yake kwa Katibu Mkuu wa Umoja wa Mataifa mwezi Septemba, 2011.  Ripoti hii iliwezesha nchi wanachama wa Umoja wa Mataifa kuchukuwa jitihada mbalimbali za haraka na za makusudi za kuboresha afya ya mama na mtoto katika nchi zao. 

Baada ya hapo, Mheshimiwa Dkt. Jakaya Kikwete aliendelea kuwa mtetezi wa afya ya akina mama na watoto, chanjo, kudhibiti malaria na UKIMWI ndani na nje ya Tanzania.

Katika kipindi cha uongozi wake, nchi yetu imepata mafanikio makubwa katika kutimiza malengo ya milenia hususani lengo namba 4 linalolenga kupunguza vifo vya watoto wenye umri chini ya miaka mitano, ambapo vifo vimepungua kutoka 112 kwa kila vizazi hai 1,000 mwaka 2005 hadi 81 kwa kila vizazi hai 1,000 mwaka 2010. 

Aidha, mwaka 2013 ripoti ya Umoja wa Mataifa kuhusu vifo vya watoto ilionyesha kuwa Tanzania imefikia vifo 54 kwa kila vizazi hai 1,000 na hivyo kufikia lengo la Milenia namba 4 hata kabla ya mwaka 2015.

Vifo vya akina mama vitokanavyo na uzazi vimepungua kutoka 578 kwa kila vizazi hai 100,000 mwaka 2005 hadi 454 kwa kila vizazi hai 100,000 mwaka  2010.  Na kutokana na ripoti ya Umoja wa Mataifa ya mwaka 2014 tumefikia vifo 410 kwa kila vizazi hai 100,000.

Afya ya mama na mtoto ni kipaumbele kwa Serikali ya Awamu ya Tano inayoongozwa na Mheshimiwa Dkt. John Pombe Magufuli. Serikali kupitia Wizara ya Afya, Maendeleo ya Jamii, Jinsia, Wazee na Watoto itaendeleza juhudi hizi na kuhakikisha tunapiga hatua kufikia Malengo Endelevu ya Kimataifa (Sustainable Development Goals 2030).

Tumedhamiria kuwapa uhakika kina mama wa Tanzania wa kutopoteza maisha yao wanapotekeleza haki yao ya msingi ya uzazi. Tutahakikisha tunapunguza au kumaliza kabisa tatizo la vifo vya wanawake wajawazito na watoto wachanga. Chini ya Kauli Mbiu ya ‘Hapa Kazi tu” ni dhahiri kuwa hili linawezekana.

Pia, tunaahidi kumpa ushirikiano Mhe. Rais Mstaafu Dkt Jakaya Kikwete katika jukumu hilo alilopewa ambalo ni heshima kubwa kwa Taifa letu. Tunamtakia kila la kheri katika utekelezaji wa majukumu yake.
