DHANA YA USHIRIKIANO KUKABILIANA NA UHALIFU MTANDAO YALETA MAFANIKIO

Kukabiliana na uhalifu mtandao lazima papatikane mashirikiano "Collaboration" – Mashirikiano ya ndani pamoja na nje. Mara baada ya Hotuba yangu Nchini Afrika kusini ambapo niliibua dhana ya kuwekea mkazo kwenye kuimarisha ushirikiano kwani uhalifu mtandao hauna mipaka na uharibfu wake ni wa kupindukia. Mengi yameendelea kuonekana na dhana imeendelea kubeba uzito huku mataifa mengi yakihakiki yanazingatia hili kwa kuanzisha au kuunganisha vitengo vinavyosimamia dhana ya ushirikiano.

Aidha, Bado uhalifu mtandao umeendelea kukua maeneo mbali mbali ambapo imeonekana wahalifu mtandao wamejipanga upya na nguvu mpya – Huwenda ni baada ya Raisi wa Marekani Kuzuia kwa mara ya kwanza mwishoni mwa mwaka jana kukutana. Hatua aliyoichukua baada ya kuona mikutano yao ya kihalifu mtandao ilikua ikionyesha mafanikio kwa kukuza uhalifu mtandao maeneo mengi duniani hata Taifa hilo.


Tahadhari na maangalizo mbali mbali yameendelea kutolewa ili kuruhusu makampuni ,watu binafsi na Mataifa kujipanga zaidi na dhana ya kuzuia tatizo kabla halijatokea. Ambapo katika hotuba yangu Nchini Kenya mwishoni mwa mwaka jana hili nililiimiza zaidi.

Kama ilivyo ada, katika kupitia mapitio kadhaa ya kihalifu mitandao na ukuaji wa matumizi ya TeknoHAMA tumeendelea kutoa taarifa ya mategemeo ya uhalifu mtandao katika mwaka huu ili pia kutoa fursa ya mataifa kujipanga kukabiliana nayo yatakapo jiri na hata kujitahidi kutengeneza njia rafiki ya kuzuia kabla hayajatokea.
MAFANIKIO
Mapema mwanzoni mwa mwaka huu hatimae wahusika wa uhalifu mtandao uliotikisa anga ya usalama mtandao ambapo pesa nyingi zilifanikiwa kuingia mikononi mwa wahalifu baada ya kufanikiwa kuingiza kirusi cha Tyupkin kwenye Mashine za kutolea fedha "ATM" na kusababisha pesa kutoka bila mpangilio wamefanikiwa kutiwa nguvuni. Taarifa ya Tyupkin ilipojiri niliitolea ufafanuzi kupitia andiko linalosomeka kwa “KUBOFYA HAPA”

Aidha, Kupitia dhana ya ushirikiano baina ya mataifa mbali mbali ambapo pia imekua chanzo cha kufanikisha upatikanaji wa wahusika wa Tyupkin, Watuhumiwa wengine wa wili waliohusika na kundi la “DD4BC DDOS extortion” wametiwa nguvuni.
Mpango kabambe ulipangwa kuhakiki kundi hili lililo umiza vichwa vya wanausalama mitandao linasambaratishwa ambapo mataifa mengi yaliunganisha nguvu kukabiliana nalo na hatimae wiki hii mwanzoni ndoto ikatimia. Inaaminika wawili waliotiwa nguvuni si mwisho wa tatizo na bado jitihada zaidi zinaendelea.

KASI YA UHALIFU MTANDAO
Wakati mafanikio kadhaa kutoka katika mataifa mbali mbali hasa barani Ulaya ambapo kwa hakika tayari wamekua na mpango madhubuti baina ya Nchi zao kukabiliana na uhalifu mtandao huku wakishirikiana kwa karibu na mataifa nje ya umoja wao kufikia malengo bado tumeendelea kuona matukio kadha ya kihalifu mtandao ndani ya mwaka huu katika maeneo mengi.

Nchi ya Ukraine, Wahalifu mtandao walifanikiwa kuzima umeme ambapo tukio hilo limetafsiria kama “Wakeup call” kwa mataifa mengine kwani tayari hili lilisha bashiriwa kua mataifa yajipange kwenye mifumo ya umeme kwani wahalifu walisha tengeneza mikakati ya kuidukua na kuleta madhara.

Taarifa za awali zinaeleza kua uhalifu huo chanzo kimeonekana kutokea Nchini Urusi. Marekani imeshasema itatoa ushirikiano wa dhati kujua mzizi wa tukio husika na ufumbuzi kupatikana. Wakati Marekani ikijipanga kutoa usaidizi kwenye hili- onyo limetoka kua huwenda nayo ikawa nchi itakayofatia kwenye uhalifu huu hivyo nayo ijiweke/ijipange vizuri mapema.

Nissan nayo haijabaki salama, Wahalifu mtandao wa kundi la “Anonymous” wamefanikiwa kuidukua na kuiangusha wakidai ni namna yao ya kuandamana dhidi ya Japan. Nissan kufuatia tukio hilo ililazimika kufunga tovuti zake mara moja ikiwa ni hatua za kuhimili vishindo vya uhalifu huu mtandao dhidi yake.           
Swala la Makampuni ya magari kudukuliwa sio geni na mwaka jana tulishuhudia magari aina ya "Jeep" kuingiliwa na wahalifu mtandao yaliyosababisha magari hayo kupata ajali zisizotegemewa baada ya wahalifu mtandao wakiwa mbali kuweza kuyasababishia ajali hizo.

Nigeria pia Hamkani si shwari , Jumatatu ya wikii hii, Wakati ufunguzi wa mafunzo maalum ya kiuslama mtandao – Waziri wa TEHAMA wa Nchi hiyo Mh. Adebayo Shittu aliainisha kupitia hutuba yake kua makundi ya kihalifu mtandao yameendelea kulitesa taifa hilo kwa kuathiri wizara, mashirika ya kiserikali, mashirika ya kifedha na penginepo ambapo uhalifu huo umeendelea kuigharimu nchi hiyo zaidi ya dola za kimarekani Milioni 400 kila mwaka.

Mafunzo hayo maalum ni katika utekelezaji wa azimio la kuongezea uwezo wataalam tulio nao – Azimio ambalo limeendelea kutekelezwa na mataifa kadhaa kitaifa. Binafsi nategemewa kuendelea kushiriki kwenye mpango huu kwa Nchi ya Kenya kufuatia mwaliko maalum. Nitumie fursa hii kutoa wito kwa taifa la Tanzania kuliangazia hili kwani ni moja ya njia sahihi za kukabiliana na uhalifu mtandao nchini.

Marekani nako wahalifu wame chachamaa, Nchi hiyo imetoa tamko  kua kufuatia uangalizi kwenye mitandao yake, imebaini wahalifu mtandao waki vamia zaidi mifumo ya makampuni yao na tayari wameaza kuimarisha namna ya kukabiliana na uvamizi huo huku ikitahadharisha kuonekana kwa uhalifu mtandao kutegemewa kutatikisa zaidi mataifa mengi mwaka huu.

ANGALIZO - TAHADHARI

Microsoft imetangaza kwamba imeacha kutoa usaidizi wa kiufundi kwa matoleo ya awali ya kisakuzi chake cha Internet Explorer na kuwaweka hatarini mamilioni ya watu wanaotumia matoleo hayo.

Mabadiliko hayo yataathiri matoleo nambari 8, 9 na 10 ya kisakuzi hicho.

Baadhi ya mashirika yanakadiria kwamba matoleo hayo hutumiwa na takribani asilimia 20 ya Computerworld inasema kati ya watu wanaotumia Internet Explorer, ni asilimia 55 pekee wanatumia matoleo ya majuzi zaidi.

Visakuzi hulengwa na wadukuzi na wataalamu hubashiri uwezekano wa mashambulio kutokea na kuweka kinga kupitia kutoa matoleo mapya.

"Kuanzia Januari 12, 2016, ni toleo la karibuni zaidi la Internet Explorer litapokea usaidizi wa kiufundi na maboresho ya kiusalama,” Microsoft wamesema.
"Microsoft inawahimiza wateja kuboresha na kutumia toleo la majuzi zaidi na ili kuchakura mtandaoni kwa njia salama zaidi.”

Kampuni hiyo inaendelea kutoa usaidizi kwa matoleo ya IE 11 na Edge, ambayo kimsingi ndiyo hutumiwa na Windows 10.

NetMarketShare inakadiria kwamba wanaotumia Internet Explorer mtandaoni ni 57% wakilinganishwa na 25% wanaotumia Chrome, 12% wanaotumia Firefox na 5% wanaotumia Safari.

Aidha, Uhalifu  unao sababisha kufunga kwa mfumo wa mtumiaji na kumtaka atoe kiasi cha pesa ili aweze kuendelea na huduma maarufu kama “Ramsomware” unashika kasi hivyo makampuni na watu binafsi hawanabudi kujipanga.

MATARAJIO 2016 YA KIHALIFU MTANDAO

Watu binafsi, Makampuni na mataifa yameaswa kujipanga zaidi kufuatia matarajio na ongezeko la uhalifu mtandao mwaka huu ambapo zaidi tunategemea kuona na baadhi tayari yameanza kuonekana uhalifu mtandao utatikisa zaidi maeneo yafuatayo.

Matarajio ni kua Sekta ya Umeme, Anga na Elimu (Vyuo) vitegemee kupata itilafu ya kiuhalifu mtandao. Bado Mabenki nayo kupitia aina tofauti kadhaa mpya za uhalifu ili kuiba pesa ni miongoni mwa vinavyo tajwa.

Sekta ya Umeme tayari tumeona Ukraine ikifungua dimba huku mataifa mengi yakiaswa kujipanga. Wakati huo huo sekta ya Anga mpango kabambe wa kuimarisha kujipanga umewekwa huku tamthilia ya “CSI Cyber” ikitoa episodi maalum kulizungumzia hili mapema mwaka huu.

Hili likijiri Umoja wan chi za Ulaya “EU” imeanzisha rasmi “Digital ‘SWAT’ Team for Aviation” ambapo wataalam wabobezi watapata ajira kukabiliana na kujipanga dhidi ya tishio hili la kihalifu katka sekta ya Anga.

Vyo Kadhaa tayari vimeingiliwa na wahalifu mtandao na baadhi wametiwa nguvuni huku mataifa kadhaa yakijipanga kwenye hili.


Matarajio haya ni kwa uchache – Ila jitihada za mwaka huu maangalizo na kutumia njia mbali mbali patakua na mpango kabambe ya kuyatolea ufafanuzi sanjari na kuainisha namna ya kujipanga kukabiliana na hali mbaya ya kihalifu mtandao.


Nichukue Fursa hii tena kutoa wito kwa taifa la Tanzania kua sikivu kwenye hili ili kuweza kujipanga mapema na hali ya kihalifu mtandao kabla ya mambo kuharibika na kuanza kukimbizana kutafuta suluhu ya changamoto.
