Kodi ya Miamala ya Tigopesa, M-Pesa, Benki na Airtel Money kuanza Kutozwa Rasmi Leo


Leo ndiyo mwanzo wa utekelezaji wa Sheria Fedha (Finance Act, 2016) iliyopitishwa katika Bajeti ya 2016/17 ambapo Kodi ya Ongezeko la Thamani (VAT) itatozwa katika huduma za mitandao ya simu, benki na taasisi za fedha.

Akisoma hotuba ya bajeti bungeni hivi karibuni, Waziri wa Fedha na Mipango, Dk Philip Mpango pamoja na mambo mengine, alipendekeza kuongeza kodi hiyo katika huduma za  kibenki zinazotozwa na benki hizo ili kupanua wigo wa kodi isipokuwa riba kwenye mikopo.

Vilevile, Waziri Mpango alieleza azma ya Serikali kutoza ushuru wa bidhaa wa asilimia 10 kwenye ada zinazotozwa na watoa huduma katika kutuma na kupokea fedha badala ya ushuru huo kutozwa tu kwenye kutuma fedha pekee.

Akizungumzia uamuzi huo, mtaalamu wa kodi wa kujitegemea, Deogratias Peter alisema ongezeko hilo litawakatisha tamaa wateja wa benki na watumiaji wa miamala ya simu.

“Kwa zaidi ya miaka 10 sasa, Serikali inafanya jitihada za kuongeza watumiaji wa benki kwani katika nchi za Afrika Mashariki ilikuwa nchi ya nne mbele ya Burundi kwa kuwa na idadi ndogo ya watu wanaotumia benki. Lakini hatua hii inaweza kurudisha nyuma jitihada hizo,” alisema Peter.

Alisema Serikali ilianzisha utaratibu wa Saccos, Vicoba na kulegeza masharti ya kuwa na akaunti ya benki ili kuwawezesha wananchi wa kawaida kumudu kuweka fedha kwenye taasisi za fedha na ilianzisha Benki ya Rasilimali Tanzania (TIB), Benki ya Wanawake Tanzania (TWB), wakala wa benki na miamala ya simu ili kuongeza watumiaji wa benki.

“Watanzania wengi wasio na utamaduni wa kuweka fedha benki watakubali kukatwa fedha zao kiasi hicho?” alihoji.

Alisema mfumo huo kwa sasa haueleweki hasa kwa watumiaji wa miamala ya simu kwa kuwa mawakala wake hawatoi risiti kama ilivyoagizwa na Serikali.

Aliongeza kuwa hata katika mashine za ATM, hakuna mashine za kukata kodi ya VAT hivyo hakuna maandalizi ya kukokotoa kodi hizo.

Mkurugenzi wa Elimu na Huduma kwa Mlipakodi wa Mamlaka ya Mapato Tanzania (TRA), Richard Kayombo alipoulizwa kuhusu makato hayo, asisitiza azma ya Serikali kukusanya mapato kwa njia yoyote ile, bora tu iwe ni ya kisheria.

“Sina tafsiri yoyote ya kodi hiyo. Sisi kazi yetu ni kukusanya tu mapato… Sheria zinaruhusu kuwa na mabadiliko ya kodi kama hayo, kwa hiyo sisi tunatekeleza maagizo tu ya Serikali, haturuhusiwi kutafsiri kwa njia yoyote,” alisema Kayombo.

Jana, benki za CRDB,NMB na Standard Chartered zilitoa maelekezo kwa wateja wake juu ya kuwapo kwa makato hayo zikisema kuwa kutakuwa na ongezeko la asilimia 18 litakalotozwa katika gharama za huduma za benki kunzia leo, zikiungana na NBC ambayo ilitangaza azma hiyo wiki iliyopita.

“Kufuatana na Sheria ya Fedha (Finance Act, 2016) ongezeko la asilimia 18 litatozwa katika gharama za huduma za benki kuanzia Julai 1, 2016. Ongezeko hili (VAT) litakatwa kutoka katika akaunti na kama muamala hautapia kwenye akaunti, mteja atalipa kwa fedha taslimu,” ilisema sehemu ya taarifa ya Benki ya CRDB.

Hata hivyo, kama zilivyo taarifa za benki nyingine, ilisema ongezeko hilo halitahusika katika riba kwenye mikopo. Benki ya NMB, ilisema katika taarifa yake kuwa ongezeko hilo litakuwa katika gharama zote za miamala ya kibenki kuanzia leo.


Hata hivyo, Meneja Mawasiliano na Uhusiano kwa Umma wa NMB, Vicent Mnyanyika alipoulizwa kuhusu taarifa hiyo hasa kiasi ambacho wateja watakatwa alijibu kupitia ujumbe mfupi wa simu: “Sipo ofisini ila nahisi tangazo linajitosheleza.”
