Rais Magufuli Amtumbua Mtu Aliyekuwa Akiiba Milioni 7 Kila Dakika Kwa Kushirikiana na TRA


RAIS Dk. John Magufuli amemtumbua mfanyabiashara mmoja maarufu Dar es Salaam, aliyebainika kufanya miamala ya fedha ya Sh milioni saba hadi nane kwa kila baada ya dakika moja.

Kutokana na hesabu ya Sh milioni saba anayoingiza kwa dakika moja, mfanyabiashara huyo hutengeneza Sh milioni 420 kwa kila saa moja, sawa na Sh bilioni 5.2 kwa saa 12 na Sh trilioni 16 kwa mwezi ambazo halipi Kodi ya Ongezeko la Thamani (VAT).

Rais Magufuli amesema mfanyabiashara huyo aliyebainika kuwa na makampuni mengi, alikuwa akishirikiana na Wakala wa Usajili wa Biashara na Leseni nchini (BRELA) pamoja na Mamlaka ya ato Tanzania (TRA).

Mkuu huyo wa nchi alitoa kauli hiyo Ikulu, Dar es Salaam jana, baada ya kuwaapisha wakuu wapya wa mikoa watatu katika hafla iliyohudhuriwa pia na wakuu wa wilaya wateule.

Alisema waligundua jipu hilo baada ya kufuatilia kwenye mapato.

“Tulikuwa tunafuatilia kwenye ‘revenue’ (mapato), kwenye zile VAT ambazo zinatumika ‘ku-collect revenue’ (kukusanya mapato), yupo mtu mmoja ambaye alikuwa ametengeneza kampuni zake nyingi, alikuwa anafanya ‘transaction’ (miamala) ya fedha kila dakika moja kati ya Sh milioni saba na nane.

“Na hizo risiti alikuwa anaziuza kwa wafanyabiashara wengine, kwenye VAT anatakiwa kulipia kwa asilimia 18. Wafanyabiashara wengine hao walikuwa wanauziwa kwa asilimia tano na wakishauza bidhaa wanakwenda kuomba TRA iwarudishie hiyo asilimia 18, kwa hiyo Serikali imekuwa ikipoteza asilimia 18.5, ni matrilioni na matrilioni ‘of money’ (ya fedha).

“Bahati nzuri huyo mtu yuko kwenye mikono salama, tunafuatilia namna tutakavyorudisha hizo fedha, na huyo mtu alikuwa ana-connection kati ya watu wa BRELA na TRA… hiyo ndiyo Tanzania.

“Najaribu tu kutoa mfano ili katika maeneo yenu mkasimamie mapato ya Serikali, kwa sababu tumepoteza mapato mengi kuliko tunavyofikiria, huku Watanzania wakiteseka sana, na mambo yanayofanyika ni ya ajabu,” alisema Rais Magufuli akiwaambia wakuu hao wa mikoa na wilaya.

Pamoja na mambo mengine, Rais Magufuli alisema mchakato wa kupata wakuu wapya wa wilaya ulikuwa mgumu, na kwamba amewaacha wengi wa zamani kwa kuwa hawakutimiza vigezo alivyovitaka.

“Mchakato wa kupata ma-DC ulikuwa mgumu kwa sababu ilibidi tuangalie historia ya kila mmoja. Tuliangalia mambo mengi sana, lakini pia tuliangalia kwa ku-preview atatimiza haya tunayotaka kuyafanya kwa miaka mitano?

“Na ndiyo maana mnavyoona ma-DC wa zamani waliorudi ni 39, kwa hiyo wale 101 wote hawakurudi… niseme tu ukweli kwamba hawakufikia vigezo tulivyokuwa tunavitaka,” alisema Rais Magufuli.

Alisema katika uteuzi huo, alichukua wakurugenzi kwa kuwa walifanya vizuri katika maeneo yao waliyokuwa wakiyaongoza.

“Tulichukua wakurugenzi walio-perform vizuri katika maeneo yao. Wapya wako takribani 100 na waliobaki ni hao kati ya 38 na 39. Ni matumaini yangu kwamba mtakwenda kufanya kazi na kutimiza wajibu wenu.

“DC ni nafasi kubwa ya uongozi katika Serikali na ndiyo maana mfano mkubwa wa DC mstaafu ni Waziri Mkuu (Kassim Majaliwa), ni kwa sababu alitimiza wajibu wake na leo yuko hapa,” alisema.

Mkuu huyo wa nchi aliwapa mikakati ya kufanya kazi wakuu hao wa wilaya kwa kutimiza dhana ya kuchapa kazi kwa niaba ya Serikali.

“Nina matumaini makubwa mtakwenda kutimiza dhana ya kuchapa kazi kwa niaba ya Serikali, ninyi ndio wawakilishi wetu na ndio mnawakilisha wananchi wa maisha yote.

“Watanzania wana matatizo na changamoto kubwa. Ni matumaini yangu kwamba hamtaniangusha na hamtaiangusha Serikali. Nina imani mtakwenda kutatua matatizo ya wananchi, hasa walio masikini, sitegemei wala sifikirii kwamba mkawe chanzo cha kutengeneza matatizo,” alisema Rais Magufuli.

Kutokana na hali hiyo, aliwataka wasimamie haki, huku wakimtanguliza Mungu katika kufanya kazi, kusimamia maadili, kutenda haki, kutojihusisha na rushwa, kuwatumikia Watanzania bila kubagua dini, kabila wala vyama vyao.

“Kikubwa mkasimamie yale tuliyoyaahidi sisi wanaCCM, kwa sababu wakati tunazunguka tukiomba kura, yapo tuliyoyaahidi, hayo mkayatekeleze kwa nguvu zote.

“Na wala asitokee mtu yeyote wa kuwakwamisha kutekeleza hayo, ninyi ndio wakuu wa wilaya na ninyi watatu ndio wakuu wa mikoa. Mna mamlaka makubwa ya kuweka mahabusu mtu masaa 48 halafu kesho yake ukamwachia. Ila msiende kuonea watu, mkachape kazi.

“Imani tuliyoionyesha kwenu sisi viongozi wenu mkaionyeshe kwa Watanzania mnaowaongoza, mkashirikiane na viongozi mtakaowaongoza, wanasema umoja ni nguvu, utengano ni udhaifu.

“Nina uhakika mkisimama vizuri  kwa kuzingatia maadili mliyonayo, na bahati nzuri wengi mna uzoefu katika maeneo yenu. Mkawahamasishe Watanzania katika wilaya na mikoa yenu kufanya kazi. Watanzania wengi tumezoea kulalamika, tunataka tupewe, lakini hatufanyi kazi. Tukawasimamie kuchapa kazi,” alisema.

Aliwataka wakuu hao wa wilaya ambao pia ni wenyeviti wa kamati ya ulinzi na usalama, kukemea rushwa katika maeneo yao na kusimamia mapato ya Serikali.

“Huwa inatokea saa nyingine wakurugenzi kwa sababu kuna fedha nyingi tunapelekaga kule, wanadhani ni zao wakati ni za Serikali, mkawasimamie bila woga.


“Kupitia halmashauri zenu, mkahakikishe fedha hizo zinatumika kulingana na matakwa ya kanuni na sheria za nchi,” alisema Rais Magufuli.
