PROFESA MDOE AIELEZA KAMATI YA BUNGE MIKAKATI KUTATUA CHANGAMOTO SEKTA YA MADINI

 Naibu Katibu Mkuu wa Wizara ya Nishati na Madini anayeshughulikia Madini, Profesa James Mdoe (katikati) akiwa na Wajumbe wa Kamati ya Kudumu ya Bunge ya Nishati na Madini, wakisikiliza maelezo kutoka kwa Meneja wa Mgodi wa Tanzanite, Emmanuel Mbise ulioko Kitalu B, Mirerani. Mgodi huo unamilikiwa na Mchimbaji Mdogo, Ester Ndosi.
 Kamishna Msaidizi wa Madini, Kanda ya Kaskazini, Elias Kayandabila, akifafanua jambo kwa Wajumbe wa Kamati ya Kudumu ya Bunge ya Nishati na Madini, walipotembelea Mgodi wa madini ya Tanzanite wa Franone uliopo Kitalu D, Mirerani. Wa kwanza Kulia ni Naibu Katibu Mkuu wa Wizara ya Nishati na Madini, anayeshughulikia Madini, Profesa James Mdoe.
Kaimu Kamishna wa Madini, Mhandisi Ally Samaje (Kulia), akimwonyesha Naibu Katibu Mkuu wa Wizara ya Nishati na Madini anayeshughulikia Madini, Profesa James Mdoe (Kushoto), namna Kiberenge kinavyofanya kazi ya kushusha watu na vifaa chini ya ardhi kunakochimbwa madini ya Tanzanite, wakati wa ziara ya Kamati ya Kudumu ya Bunge ya Nishati na Madini katika Mgodi wa Tanzanite One uliopo Mirerani, hivi karibuni.

Kuwepo kwa mitobozano ya mara kwa mara baina ya wachimbaji wadogo wenyewe kwa wenyewe na kati ya Mgodi wa Tanzanite One na wachimbaji wadogo wa Tanzanite katika vitalu B na D, kumeelezwa kuwa ni changamoto inayosababisha kukosekana kwa usalama katika eneo la machimbo ya Tanzanite, Mirerani kutokana na kutumika kwa silaha za moto na mabomu ya kutengenezwa kienyeji. 
Naibu Katibu Mkuu wa Wizara ya Nishati na Madini anayeshughulikia Madini, Profesa James Mdoe aliyasema hayo hivi karibuni mkoani Arusha, wakati wa ziara ya Kamati ya Kudumu ya Bunge ya Nishati na Madini kukagua Migodi mbalimbali inayochimba madini hayo eneo la Mirerani. 
Akielezea maana ya mitobozano, Profesa Mdoe alisema ni hali ya wachimbaji kuvuka mipaka ya leseni zao na  kuingia katika maeneo ya wachimbaji wengine wakiwa chini ya ardhi. 
Kutokana na tatizo hilo, Profesa Mdoe  alisema kuwa Serikali, kupitia Wizara ya Nishati na Madini, hususan Ofisi ya Madini Mirerani, inaendelea na juhudi za kuwaelimisha wachimbaji na wadau wote wa sekta ya madini katika kuhakikisha wanatekeleza majukumu yao kwa mujibu wa sheria  za nchi ikiwemo Sheria ya Madini ya Mwaka 2010 na kanuni zake pamoja na Sheria ya Baruti ya mwaka 1963 na kanuni zake za mwaka 1964.
Akifafanua zaidi, Profesa Mdoe alisema kuwa, mbali na kuwataka wachimbaji kufuata sheria, pia kumekuwepo na juhudi za kuwakutanisha wachimbaji wa Kitalu C na Vitalu B na D  ili kuweka namna ambavyo uchimbaji unaweza kufanyika kwa kuepuka mitobozano. 
Aidha, alieleza kuwa Wizara ya Nishati na Madini imekuwa ikishirikiana na Kamati za Ulinzi na Usalama za mikoa ya Arusha, Kilimanjaro na Manyara katika kudhibiti utoroshaji wa Tanzanite. 
Alisema, wataalam wa Wizara kupitia Ofisi ya Madini Mirerani, Mamlaka ya Udhibiti wa Madini Tanzania  (TMAA ) na Shirika la Madini la Taifa ( STAMICO), wameongeza udhibiti wa Tanzanite kwenye maeneo ya uzalishaji chini mgodini. 
"Kazi hii inafanyika kwa kuhakikisha kuwa maafisa husika wanakuwepo wakati wa uzalishaji ili kufahamu kiasi kinachozalishwa, " alisema Profesa Mdoe. 
Vilevile, alieleza hatua nyingine zinazochukuliwa na Serikali kutatua tatizo hilo kuwa ni pamoja na kuandaa maonesho ya vito ya kimataifa ambayo hufanyika Arusha kila mwaka ambapo wanunuzi wa kimataifa kutoka nchi mbalimbali hukutana moja kwa moja na wauzaji wakubwa wa ndani hivyo kupunguza uwezekano wa wafanyabiashara kuendelea kutorosha Tanzanite. 
Alisema kuwa, Serikali imeanzisha masoko ya ndani yatakayokuwa yanafanyika Mirerani kila mwaka na ina mpango wa kuanza ujenzi wa soko kubwa Mirerani ili madini yote yatakayozalishwa yaweze kuuzwa, kukatwa na kusanifiwa Mirerani. 

Kwa upande wao, Wajumbe wa Kamati ya Kudumu ya Bunge ya Nishati na Madini, waliitaka Serikali pamoja na mambo mengine, kuhakikisha migogoro iliyopo katika machimbo hayo ya Tanzanite Mirerani inatafutiwa ufumbuzi wa haraka na wa kudumu.
