Wizara Ya Ujenzi, Uchukuzi Na Mawasiliano Vietnam Kupanua Wigo Wa Uwekezaji Kwenye Sekta Ya Mawasiliano Tanzania.


Waziri wa Ujenzi, Uchukuzi na Mawasiliano, Prof. Makame Mbarawa (Mb) amekutana na Waziri wa Habari na Mawasiliano wa nchi ya Vietnam Bwana Nguyen Bac Son ofisini kwake kwa lengo la kupanua wigo wa uwekezaji kwenye Sekta ya Mawasiliano nchini Tanzania na kushirikiana kwa pamoja kuendeleza Sekta hizo baina ya Tanzania na Vietnman. Kikao hicho ni muendelezo wa ziara ya Rais wa Jamhuri ya Kisoshalisti wa Vietnam, Mhe. Truong Tan Sang na ujumbe wake nchini Tanzania.

Prof. Mbarawa alisema kuwa Tanzania imekuwa na ushirikiano na Vietnam kupitia Kampuni ya Viettel kwa kuwekeza kwenye miundombinu ya kufikisha huduma za mawasiliano vijiini kwa kutiliana saini Mkataba.
Mkataba huo ni wa miaka mitatu kuanzia mwezi Oktoba mwaka 2014 hadi Novemba, 2017 ikijumuisha ujenzi wa miundombinu ya Mkongo wenye urefu wa kilomita 20,000 kwenye wilaya zote nchini; kujenga miundombinu ya mawasiliano kwenye vijiji  4,000; kuunganisha Ofisi za Wakuu wa Wilaya; hospitali za Wilaya; Ofisi zote za Posta  za Wilaya; na kupeleka na kutoa huduma za intaneti bila malipo kwenye shule 3 za Sekondari za Serikali katika kila Wilaya nchini kwa kipindi cha miaka mitatu.

Aidha, Prof. Mbarawa aliongeza kuwa tangu Kampuni ya Viettel yenye jina la biashara la Halotel ilipoanza kufanya kazi rasmi mwezi Oktoba mwaka 2015, imeweza kupeleka huduma ya mawasiliano maeneo ya vijijini na hadi hivi sasa ina watumiaji wa simu za mkononi wapatao milioni 1.2 na wananchi walio wengi wanafurahia huduma hiyo tofauti na hali ilivyo kuwa hapo awali kipindi cha miezi sita iliyopita na ikizingatiwa kuwa sehemu nyingine za vijijini hapakuwa na mawasiliano. Pia alisema kuwa, 
“Serikali ya Tanzania itaendelea kujenga na kuwekeza kwenye Sekta ya Mawasiliano ili kuwavutia wawekezaji na kampuni za simu za mkononi ambapo Serikali ya Tanzania ilitoa ruzuku kiasi cha dola za marekani milioni 30 ili kuziwezesha kampuni hizo kupeleka mawasiliano vijijini na maeneo yasiyokuwa na mvuto wa kibiashara”.
Hadi kufikia mwezi Machi, 2016 Halotel imejenga Mkongo wenye urefu wa kilomita 18,000 kati ya kilimota 20,000; na kujenga miundombinu ya mawasiliano kwenye vijijini 1,605 kati ya vijiji 4,000 visivyokuwa na mawasiliano.

Katika mazungumzo hayo ya kuendeleza sekta ya Mawasiliano Tanzania, Prof. Mbarawa aliwaalika wawekezaji kutoka Vietnam wa Sekta ya Mawasiliano na kampuni ya Halotel kujiandaa na kuja Tanzania kushiriki mnada wa kununua masafa ya 700MHz ambayo yamepatikana baada ya kuhama kutoka Teknolojia ya Utangazaji ya Analojia na kuhamia Teknolojia ya Utangazaji ya Dijitali. 
 Pia alisema kuwa Kampuni za Vietnam zinakaribishwa kuanzisha na kuendeleza huduma za mawasiliano za mfumo wa kumpatia mteja huduma tatu kwa pamoja ya sauti; intaneti; na kuangalia televisheni ikijulikana kwa jina la triple player ili Tanzania iweze kwenda sambamba na kasi ya ukuaji wan a maendeleo ya TEHAMA yanayotokea dunia nzima.

Katika kikao hicho, Prof. Mbarawa alimweleza Mhe. Ngoyen Bac Son kuwa Tanzania iko tayari kusaini Mkataba wa Makubaliano ya ushirikiano na Serikali ya Vietnam wa kubadilishana wataalamu kwenye Sekta ya Mawasiliano na kuwapatia mafunzo ili kujenga uwezo wa wataalamu wetu wa Tanzania; na kuanzisha na kuendeleza viwanda vidogo vidogo vya TEHAMA (ICT Small Scale Factories) nchini Tanzania ambapo viwanda hivyo vitazalisha ajira; kurahisisha upatikanaji wa vifaa na huduma za TEHAMA kuendana na mahitaji na mazingira yetu; kuongeza mapato; na kuwahudumia wateja wa nchi za jirani na Tanzania.

Mhe. Ngoyen Bac Son alisema kuwa Serikali ya Vietnam iko tayari kuendeleza ushirikiano baina ya Serikali yao na ya Tanzania ya kuendeleza Sekta ya Mawasiliano;  na sekta ya kukuza Uchumi na Maendeleo ya Tanzania kama alivyozungumza Rais wa Vietnam. Pia aliongeza kuwa, 
“Serikali ya Vietnam iko tayari kuleta kampuni za kuwekeza Tanzania kwa kuanzisha Kiwanda cha vifaa vya mawasiliano kwa ajili ya kuwapatia watanzania huduma za mawasliano na ni matarajio yetu kuhakikisha kuwa ni kiwanda kikubwa ambacho kitahudumia na wateja wa nchi za jirani na Tanzania”. 
Aidha, Mhe. Ngoyen Bac Son aliongeza kuwa Serikali ya Vietnam inaridhia kusaini Mktaba wa Ushirikiano baina ya nchi hizo na amewakaribisha wafanyabiashara na kampuni za Tanzania kwenda kuwekeza nchini Vietnam.
