WAAJIRI NA WADAIWA MIKOPO ELIMU YA JUU WAPEWA SIKU 60

                                                
Bodi ya Mikopo ya Wanafunzi wa Elimu ya Juu (HESLB) inatoa siku 60 kuanzia tarehe 14 Machi, 2016 kwa wanufaika wote wa mikopo wanaodaiwa na HESLB kujitokeza na kuanza kulipa madeni yao kabla ya kuchukuliwa hatua za kisheria.

Aidha, katika muda huu wa siku 60 waajiri pia wanatakiwa kuhakikisha kuwa wanatekeleza wajibu wao wa kisheria wa kuwasilisha taarifa za waajiriwa wao waliohitimu katika vyuo vya elimu ya juu ndani na nje ya nchi. Taarifa zinazopaswa kuwasilishwa zijumuishe majina kamili ya waajiriwa, vyuo na mwaka waliohitimu.

Itakumbukwa kuwa Sheria iliyoanzisha HESLB (Sura 178) (kama ilivyorekebishwa) inatoa wajibu kwa mnufaika wa mikopo ya elimu ya juu na pia wajibu kwa mwajiri.

Wajibu wa Mwajiri
Hivyo basi, taarifa hii inalenga kuwakumbusha waajiri ambao bado hawatimizi wajibu wao kisheria (kifungu cha 20) wa kuwasilisha majina ya waajiriwa wao wote ambao ni wahitimu wa vyuo vikuu kwa HESLB ndani ya siku 28 tangu waajiriwe. Adhabu ya kutotekeleza wajibu huu kwa mwajiri ni faini ya shilingi milioni saba (Tshs milioni 7) au kifungo au vyote kwa pamoja.

Kwa mujibu wa sheria hiyo, baada ya HESLB kupokea orodha kutoka kwa mwajiri, itafanya uchambuzi ili kubaini wanufaika wa mikopo ya elimu ya juu na kumwelekeza mwajiri kuingiza makato ya marejesho kwenye mshahara wa mnufaika na kuwasilisha makato hayo kwa HESLB. Adhabu ya kutowasilisha makato kwa HESLB ni faini ya asilimia 10 ya makato yote ambayo hayajawasilishwa na faini hii inapaswa kulipwa na mwajiri.

Wajibu wa mnufaika wa mkopo na wazazi, walezi, wadhamini
Aidha, pamoja na wajibu wa mwajiri kama ulivyofafanuliwa hapo juu, wanufaika wote wa mikopo ya elimu ya juu tangu mwaka 1994, wana wajibu wa kisheria (Kifungu cha 19 cha sheria ya HESLB), pamoja na mambo mengine, kuitaarifu HESLB kwa maandishi mahali alipo na kuandaa utaratibu wa kulipa deni lake la mkopo wa elimu ya juu.

Iwapo mnufaika wa mkopo atashindwa kutoa taarifa hizo, adhabu yake ni kushitakiwa mahakamani.

Aidha, HESLB inapenda kuwakumbusha wazazi, walezi na wadhamini wa wanafunzi walionufaika na mikopo kuwa wana wajibu wa kisheria (chini ya kifungu cha 22 cha sheria ya HESLB) wa kuhakikisha kuwa taarifa muhimu za mnufaika waliyemdhamini zinaifikia HESLB.

Kwa mujibu wa kifungu hicho, taarifa hizo ni pamoja na mahali alipo mnufaika, majina aliyotumia wakati akipata mkopo, mwajiri wake na kuhakikisha mnufaika aliyemdhamini anarejesha mkopo wake kwa HESLB.

Iwapo mwajiri, mnufaika au mdau yeyote ana swali, awasiliane na HESLB kwa simu zifuatazo: 0754 373481; 0763 459 165 au 022 2772432/33.

Lengo la HESLB ni kuhahakisha madeni yote yanakusanywa ili kuongeza uwezo wa kukopesha watanzania wengi zaidi. Ili kutekeleza hili, wanufaika, waajiri na wadau wengine wote wanapaswa kutimiza wajibu wao wa kisheria ili HESLB itekeleze majukumu yake kama ilivyokusudiwa wakati ilipoanzishwa mwaka 2004.

HESLB ilianzishwa kwa sheria ya Bunge na 9 ya mwaka 2004 na kuanza kazi rasmi mwezi Julai, 2005 ili, pamoja na majukumu mengine kutoa mikopo kwa wanafunzi wahitaji waliodahiliwa katika taasisi za elimu ya juu. Aidha, jukumu jingine la Bodi ni kudai na kukusanya mikopo yote iliyotolewa kwa wahitimu wa taasisi za elimu ya juu kuanzia mwaka 1994 wakati Serikali ilipoanza kukopesha wanafunzi.
