Bodi ya Mikopo ya Elimu ya Juu (HESLB) Yasema Imejipanga kukusanya Bilioni 8 kwa mwezi...... Kamati ya Bunge yataka orodha ya wadaiwa


Bodi ya Mikopo ya Wanafunzi wa Elimu ya Juu (HESLB) imesema imeanza kutekeleza mikakati mipya ya ukusanyaji wa mikopo ya elimu ya juu kutoka kwa wadaiwa ambayo itaongeza wastani wa ukusanyaji wa Tshs 2.6 bilioni za sasa hadi kufikia Tshs 8 bilioni ifikapo mwezi Julai mwaka huu.

Kaimu Mkurugenzi Mtendaji wa HESLB Bw. Jerry Sabi ameyasema hayo jana (Jumatano, Machi 30, 2016) jijini Dar es Salaam alipokuwa akiongea mbele ya Kamati ya Kudumu ya Bunge ya Huduma za Jamii iliyotembelea ofisi za Bodi hiyo zilizopo Mwenge.

“Hadi mwezi uliopita (Februari, 2016) tulikuwa tunakusanya wastani wa shilingi bilioni 2.6 kwa mwezi, lakini sasa tumeongeza kasi na mikakati mipya ambayo itawezesha kukusanya shilingi bilioni 6 mwezi Aprili na shilingi bilioni 8 ifikapo mwezi Juni mwaka huu,” alisema Bw. Sabi aliyeteuliwa kushika nafasi hiyo na miezi miwili iliyopita.

HESLB ilianzishwa ilianza kazi mwaka 2005 ili kutoa mikopo kwa wanafunzi wahitaji na pia kukusanya mikopo kwa wanufaika.

Hadi sasa, zaidi ya shilingi 2.1 trilioni zimetolewa kwa wanufaika na kati ya fedha hizi, mikopo iliyoiva na inayopaswa kukusanywa ni shilingi 258 bilioni ambazo wanufaika wake wamemaliza au kusitisha masomo yao na vilevile kumaliza muda wa kujipanga kuanza kulipa (grace period).

Kwa mujibu wa Bw. Sabi, hadi sasa, HESLB imekusanya shilingi 91 bilioni kati ya shilingi 258 bilioni zilizoiva na hivyo kupaswa kukusanya. 

Kaimu Mkurugenzi Mtendaji huyo alikuwa akijibu hoja zilizotolewa na Wajumbe wa Kamati hiyo waliokutana na watendaji wa Wizara ya Elimu, Sayansi, Teknolojia na Mafunzo ya Ufundi na HESLB wakiongozwa na Waziri Prof. Joyce Ndalichako na Naibu wake Mhandisi Stella Manyanya.

Bw. Sabi alitaja mikakati mipya iliyobuniwa na HESLB kuwa ni pamoja na kuimarisha mtandao baina ya Bodi na waajiri kutoka sekta binafsi na umma ambao unalenga kubaini na kukusanya kiasi cha shilingi 7.02 bilioni kwa mwaka kutoka kwa wanufaika 136,252.

“Tunapata ushirikiano mkubwa kutoka kwa taasisi za Serikali na sasa tumejipanga kupitia upya mitandao ya waajiri kwa kushirikiana na taasisi kama Chama cha Waajiri (ATE), Mfuko wa Sekta Binafsi (TPSF) na Shirikisho la Asasi zisizo za Kiserikali (TANGO) ili kuhuisha takwimu zetu kuhusu waajiri ili kukusanya taarifa za wadaiwa wapya kwa haraka,” alifafanua Bw. Sabi.

Mikakati mingine ni kutoa elimu na kuimarisha ushirikiano na wadau mahsusi kama Mamlaka ya Mapato Tanzania (TRA), Mamlaka ya Usimamizi wa Mashirika ya Hifadhi za Jamii (SSRA), Wakala wa Usajili wa Makampuni (BRELA), Kituo cha Uwekezaji Tanzania (TIC), Bodi ya Taifa ya Wahasibu na Wakaguzi wa Hesabu Tanzania (NBAA) na vyama vya kitaaluma.

Akizungumza katika mkutano huo, Mwenyekiti wa Kamati hiyo, ambaye pia ni Mbunge wa Kigoma Kaskazini Bw. Peter Serukamba ameitaka HESLB kuongeza kasi ya kudai mikopo iliyoiva na kuutaka uongozi wa HESLB kuandaa orodha ya wadaiwa wote na kuiwasilisha kwa kamati ili ifanyiwe kazi.
 
“Ni lazima kuwe na fedha ili kuwezesha kutoa mikopo kwa wahitaji wengine ...haiwezekani mtu anapata mkopo halafu halipi...andaeni orodha ya wote walionufaika na mikopo ambayo itaonyesha nani halipi, nani analipa na nani amemaliza na tutaamua tufanye nini,” alisema Sekukamba.

HESLB ilianzishwa mwaka 2004 na kuanza kazi rasmi mwezi Julai mwaka 2005 kwa lengo la kutoa mikopo kwa watanzania wahitaji waliopata nafasi za masomo katika vyuo vya elimu ya juu na kukusanya mikopo iliyoiva kutoka kwa wadaiwa walionufaika na mikopo tangu mwaka 1994.
