Siku 100 za Rais Magufuli: Hospitali Ya Muhimbili Yang'aa, Mapato Yapaa na Upatikanaji wa Dawa Waongezeka Kwa Asilimi 96


HOSPITALI ya Taifa ya Muhimbili (MNH) iliyopo jijini Dar es Salaam imesema ndani ya siku 100 za kuwepo madarakani kwa Rais John Magufuli, imefanikiwa kuongeza mapato kwa kiwango cha asilimia 90.

Pia, imeongeza huduma za upasuaji wa dharura na pia kufanikisha upatikanaji wa dawa kwa asilimia 96. Aidha, hivi karibuni inatarajia kuanzisha chumba cha wagonjwa wanaohitaji uangalizi maalumu (ICU), kitakachokuwa na uwezo wa kulaza wagonjwa 16 kwa wakati mmoja na kuwa na vitanda kutoka nane hadi 25.
 Hayo yalisemwa na Kaimu Mkurugenzi Mtendaji wa Hospitali hiyo, Profesa Lawrence Mseru wakati akizungumza na waandishi wa habari Dar es Salaam jana.

Alikuwa akieleza mafanikio ya hospitali hiyo katika siku 100 za kuwepo madarakani kwa Dk Magufuli. Dk Magufuli aliingia madarakani rasmi Novemba 5, mwaka jana baada ya kuapishwa kuongoza Serikali ya Awamu ya Tano, akipokea kijiti cha kuiongoza Tanzania kutoka kwa Rais mstaafu Jakaya Kikwete.

Akizungumzia mafanikio hayo, Profesa Mseru alisema baada ya kuongezeka kwa kasi ya usimamizi wa wafanyakazi na kupunguza kero za wafanyakazi, MNH imeongeza uzalishaji wenye tija kwani kwa Desemba mwaka jana ilizalisha mapato ya Sh bilioni 3.3 kutoka wastani wa Sh bilioni 2.7 zilizozalishwa kwa kipindi cha miezi mitano kuanzia Julai mwaka jana.

Aidha, alisema kwa Desemba mwaka jana pekee, MNH ilizalisha mapato ya Sh bilioni 3.3 na Januari mwaka huu ilizalisha Sh bilioni 4.3, ambazo ni sawa na ongezeko la asilimia 60. 
Lengo ni kufikisha Sh bilioni sita Julai mwaka huu. “Haya ni mafanikio makubwa sana kwa upande wa mapato kuwahi kupatikana katika kipindi kifupi cha miezi miwili tu. Tumeona hospitali ina fursa kiasi gani ya kuzalisha kiasi kingi cha fedha na hivyo kujitosheleza kwa kiwango kikubwa kuendesha shughuli zake,” alisisitiza Dk Mseru.

Profesa Mseru alisema baada ya agizo la Rais Magufuli la kuitaka Bohari Kuu ya Dawa Tanzania (MSD), kujenga duka la dawa katika hospitali hiyo, kwa sasa MNH imefanikisha wagonjwa kupata dawa kwa zaidi ya asilimia 96 kutoka kwenye duka hilo na maduka ya dawa ya hospitali hiyo.

Alisema wamefanikiwa kuboresha mfumo wa Teknolojia ya Habari na Mawasiliano (Tehama) katika utoaji na uagizaji dawa, na wagonjwa wanaokosa dawa katika maduka hayo, hospitali hiyo huzitafuta na kuzinunua dawa hizo kwa ajili ya wagonjwa hao. 
Alisema kutokana na hali hiyo, kwa sasa ukosefu wa dawa hospitalini hapo, umepungua kwa kiasi kikubwa kutokana na kuimarika pia kwa utendaji ndani ya hospitali hiyo.

Akizungumzia deni la hospitali hiyo, ambalo kwa sasa ni Sh bilioni 5.7 kwa wazabuni na watu wanaopeleka bidhaa zao na huduma, Profesa Mseru alisema tayari wameanzisha mkakati wa kupunguza deni. 
“Tunaishukuru Serikali kwa kutusaidia kulilipa deni lote tulilokuwa tunadaiwa na Shirika la Umeme Tanzania (Tanesco) ambalo ni shilingi bilioni 4.6,” alibainisha.

Akizungumzia ongezeko la upasuaji wa dharura, Mkurugenzi huyo alisema hospitali hiyo imeamua kuanzia sasa upasuaji wowote wa dharura, utakaofanyika kwa saa 24 kupitia Idara ya Magonjwa ya Dharura.
 “Tayari tuna vyumba viwili vya kisasa vya kufanyia upasuaji huo, awali tulikuwa na chumba kimoja tu,” alieleza na kuongeza kuwa katika kuboresha huduma, pia wanatarajia kuongeza vyumba vya wagonjwa wanaohitaji uangalizi maalumu.

Kuhusu kuboresha maslahi ya wafanyakazi, alisema ndani ya kipindi cha miezi miwili menejimenti ya hospitali hiyo, imelipa wafanyakazi malimbikizo ya madai yao ambayo ni kiasi cha Sh milioni 600. 
Alisema hospitali hiyo imeanza kulipa madeni hayo, yanayotokana na fedha za mwito maalumu (on call), malipo ya wauguzi ya usiku, malipo ya posho mbalimbali hususani kwa madaktari na kada nyingine za afya zinazoshughulika na wagonjwa na likizo.

“Tumeanza kulipa fedha hizi tangu Desemba na hadi kufikia mwishoni mwa mwezi huu tunatarajia kumaliza deni hili lote. Kutokana na hatua yetu hii kwa sasa morali ya wafanyakazi imeongezeka, jambo lililosaidia kuongeza mapato ya hospitali,” alifafanua mkurugenzi huyo.

Aidha, Profesa Mseru alizungumzia maagizo ya Rais Magufuli alipotembelea ghafla hospitalini hapo Novemba mwaka jana na kusisitiza kuwa tayari hospitali hiyo imetengeneza mashine zote mbili; MRI ambayo tayari imeshapima wagonjwa 2,200 na CT Scan iliyopima wagonjwa zaidi 1,000.

Alisema kutokana na mahitaji ya vipimo kupitia mashine za CT Scan, Serikali ya Awamu ya Tano imeshanunua mashine mpya yenye uwezo wa slices 126, wakati CT Scan ya awali ilikuwa na uwezo wa slices mbili tu na ina uwezo wa kupima wagonjwa 50 ndani ya saa 24. 
Kuhusu agizo la kupunguza wagonjwa kulala chini, alisema hospitali hiyo imejitahidi kupunguza tatizo hilo, ingawa imekuwa ngumu kutokana na ongezeko kubwa la wagonjwa.

Alisema hospitali hiyo ina mpango wa kupitia upya mfumo wa muundo wa kuona wagonjwa wa nje, waliolazwa na wagonjwa wanaohitaji huduma za vipimo na uchunguzi.
 “Ndio maana tunatarajia kuzindua Mkataba wa Huduma kwa Wateja, unaonesha tumedhamiria kufanya nini na wateja watarajie nini kutoka kwetu,” alieleza.

Pia alisema wana mpango wa kupunguza wagonjwa wanaokwenda nje kupata huduma ya upandikizaji wa figo, kwani ifikapo mwishoni mwa mwaka huu, MNH itaweza kupandikiza figo nchini na kupanua huduma ya kusafisha figo kutoka uwezo wa kuwa na mashine 23 hadi 50.

Novemba 5, mwaka jana, Dk Magufuli aliapishwa rasmi kuwa Rais wa Serikali ya Awamu ya Tano. Siku nne baada ya kuapishwa kwake, alifanya ziara ya ghafla Muhimbili ambako alivunja Bodi ya Wakurugenzi ya MNH na kumuondoa madarakani Kaimu Mkurugenzi Mkuu wa Hospitali hiyo, Dk Hussein Kidanto.

Dk Magufuli alichukua hatua hiyo, baada ya kusikitishwa na taarifa ya kutofanya kazi kwa mashine za CT- Scan na MRI kwa takribani miezi miwili huku mashine kama hizo zikifanya kazi katika hospitali za watu binafsi.


Aidha, kiongozi huyo alihuzunishwa na hali ya huduma kwa wagonjwa, hususan wanaolala chini ikiwemo hali ya kutokujali wala kushughulikia vifaa vya kufanyia kazi.
