Mawakala wa Forodha Wapinga Makampuni 210 Kufungiwa Bandarini.........Wasimulia Jinsi Wafanyakazi wa Bandari Wanavyoshirikiana na Benki Kuiba Kodi



Sakata la upotevu wa makontena katika bandari ya Dar es Salaam na kufungiwa kwa makampuni 210 ya forodha limechukua sura mpyabaada ya Chama cha Mawakala wa Forodha (Taffa) kueleza kuwa kuna ushirikiano kati ya wafanyakazi wa taasisi hiyo na benki kuiba tozo za bandari.

Taffa, Wasafirishaji wa Nchi Kavu Wenye Magari (Tatoa), Mawakala wa Usafiri wa Majini (Tasaa) na Wamiliki wa Bandari Kavu (Cidat) wamesema hawahusiki na ukwepaji wa kodi.

Kwa muda sasa, kampuni za uwakala wa upakuaji na upakiaji wa mizigo zimekuwa zikituhumiwa kusaidia kukwepa kodi na kufikia hatua ambayo 210 zilitangazwa kufutiwa uwakala hivi karibuni.

Wakizungumza kwa nyakati tofauti katika mkutano uliofanyika kwenye Ukumbi wa Mwalimu Nyerere jijini Dar jana, mawakala hao walitaka uchunguzi ufanyike na endapo moja ya kampuni hizo itabainika kuhusika, hatua za kisheria zichukuliwe.

Mmoja wa wamiliki wa kampuni ya uwakala wa forodha, Ratish Kamanoor alisema alitoa mzigo bandarini 2013 na kulipa Sh40 milioni kupitia Benki ya CRDB Tawi la Water Front, lakini taarifa za TPA zilionyesha mzigo haujalipiwa. Baada ya kufanyika kwa utafiti ilibainika hundi yake imelipia kampuni nyingine 21.

Tony Swai wa Kampuni ya Wakala wa Forodha ya Transnotic alisema alifanya malipo ya Sh33 milioni kwa ankara yenye namba 11013092014, mwaka 2012, lakini malipo hayo hayakuonekana katika mfumo wa TPA licha ya kuwa na vielelezo vya benki na TPA vikionyesha kontena limeruhusiwa kutoka.

Mkurugenzi wa CRDB wa tawi hilo, Donath Shirima alipotafutwa kuhusiana na tuhuma hizo, alisema hawezi kuzungumza kwa kuwa siyo msemaji wa benki.

Mwenyekiti wa Taffa, Stephen Ngatunga alisema wamemwandikia barua Waziri wa Ujenzi, Uchukuzi na Mawasiliano, Profesa Makame Mbarawa kumweleza jinsi wizi unavyofanywa na TPA pamoja na kumpa ushahidi. 

“Tulimpelekea waziri sampuli ya kampuni 29 zinavyolipa tozo za bandari na kumweleza kuwa TPA wamechana ushahidi,” alisema.

Ngatunga aliilalamikia Serikali kutangaza kuwa kampuni 284 zinakwepa kodi na kuwa, kitendo hicho kinachafua taswira ya Tanzania kimataifa na utendaji wa bandari. 

Tume yaundwa 
Baada ya Taffa kukutana na Waziri Mbarawa iliundwa tume huru kuchunguza wizi huo iliyopewa siku 10 kutoa taarifa za uchunguzi. 

Jinsi wizi unavyofanyika
Kwa maelezo ya wamiliki wa kampuni za uwakala wa forodha, wizi huo hufanyika kati ya wafanyakazi wa benki, Mamlaka ya Mapato Tanzania (TRA) na TPA.

Mfumo wa malipo kwa njia ya benki ulianzishwa baada ya ule wa kawaida kuonekana unachangia wizi huo bandarini.

Taffa, Tatoa, Tasaa na Cidat walieleza kuwa wizi huo hufanyika kwa njia ya Teknolojia ya Habari na Mawasiliano (Tehama) kupitia mfumo wa malipo wa IePS. Walielezwa kuwa baada ya mawakala kulipa, mfanyakazi wa TPA huingiza taarifa za malipo kama utaratibu unavyotaka.

Vyama hivyo vilisema baada ya TPA kumpa wakala risiti ya kuonyesha kuwa amelipa na kutoa mzigo wake, mtu wa kitengo cha Ieps cha TPA husubiri wakala anapotoa mzigo bandarini huwasiliana tena na mtu wa benki ambaye hurudisha malipo hayo.

Kuanzia hapo mfumo huonyesha kuwa mzigo huo haukulipiwa. Inaeleza kuwa mchezo huo huchezwa kati ya mtu wa benki kitengo cha Ieps cha TPA na anayeingiza taarifa za malipo kwenye mfumo.
