Makamishna Wawili Kati Ya Sita Wa Tume Ya Uchaguzi Zanzibar Wamepinga Uchaguzi Wa Marudio Zanzibar



Wakati wadau mbalimbali wa masuala ya kisiasa wakipinga kile kinachoendelea Zanzibar, nao makamishna wawili wa tume ya uchaguzi ya Zanzibar (ZEC), Nassor Khamis Mohamed na Ayoub Hamad wameibuka na kupinga uchaguzi huo wa marudio.

Wakizungumza na wandishi wa habari mjini Dar es salaam leo, makamishna hao wamesema kuwa sababu kubwa ya kupinga kufanyika kwa uchaguzi huo ni kutokana na kuvurugwa kwa katiba ya zanzibar tangu tukio la kufutwa kwa matokeo ya uchaguzi wa oktoba 25, mwaka jana.

Makamishna hao wa ZEC, wakizungumza kwa hisia na kujiamini, wamesema kuwa mwenyekiti wa tume hiyo, Jecha Salim Jeche hakuwa na mamlaka ya kisheria kufuta uchaguzi huo bila kuwashirikisha makamishna wa tume hiyo.

Tayari, Jecha ametangaza kuwa uchaguzi wa marudio utafanyika siku ya Jumapili, Machi 20, mwaka huu. Lakini wajumbe hao wa ZEC, kwa pamoja wamesema wanapinga kufanyika kwa uchaguzi huo kutokana na ukiukwaji wa katiba:

“Tunapinga marudio ya uchaguzi unaotarajiwa kufanyika mwishoni mwa mwezi wa Machi. Uchaguzi huo si halali kulingana na matukio yaliyotokea tangu kufanyika kwa uchaguzi halali wa Oktoba 25, mwaka jana,” walisema makamishna hao wanaowakilisha CUF ndani ya ZEC.

Wamesema kuwa sababu nyingine inayowafanya kupinga uchaguzi wa marudio ni kutokana na kukamilika kwa uchaguzi wa mwaka jana ambapo uchaguzi huo ulikuwa umekamilika na baadhi ya washindi wa viti vya uwakilishi na udiwani walishakabidhiwa vyeti vyao.

Wamesema kurudiwa kwa uchaguzi huo ambao unatarajiwa kutumia zaidi ya shilingi billion saba hadi kukamilika kwake ni matumizi mabaya ya fedha za wananchi, kwani uchaguzi Zanzibar ulishafanyika na kinachoendelea ni mbinu za kuubatilisha.

Wamesema kuwa tukio la kufutwa kwa uchaguzi huo lilitanguliwa na matukio kadhaa ambayo yalionyesha wazi kuwa kuna kikundi cha watu ambacho kinamshauri Jecha, na sio maamuzi ya tume yote nzima.

“Tarehe 26 october mwaka jana CCM walileta barua ya malalamiko na kumtaka mwenyekiti na tume kufuta uchaguzi huo wakati tayari tulishaanza kutoa vyeti kwa washindi.

“Baada ya hapo mwenyekiti aliitisha kikao cha tume na tuliamua kwa pamoja kuwa maombi ya CCM hayakuwa na mashiko hivyo mchakato uliendelea.” amesema Nassor Khamis mmoja wa makamishna wa tume hiyo.

Amesema kwamba baada ya maamuzi hayo ya tume, ndipo siku iliyofuata Jecha (Mwenyekiti wa Tume), hakufika katika ujumuishaji wa matokeo kwa siku nzima na baadaye walisikia tu kuwa ametangaza kufuta uchaguzi bila kuwashirikisha wajumbe wengine wa tume.

Nassor amesema: “Baada ya hapo ndipo ofisi yetu ilianza kuzungukwa na wanajeshi na kuamuriwa tusifanye lolote huku Jaji wa mahakama kuu ya Zanzibar, naye akiwa amekamatwa na kupelekwa polisi.”

Wajumbe hao, wamesema kwa matukio kama hayo wanaamini kuwa tume hiyo imeacha kufanya kazi zake kisheria na sasa inafanya kazi kisiasa, jambo ambalo linampotezea sifa mwenyekiti wake kuendelea kuiongoza tume hiyo.

Aidha, wamesema kuwa hali iliyopo ndani ya tume kwa sasa sio hali ya kawaidia kuweza kusimamia uchaguzi wa haki kutokana na wajumbe wake kupingana hovyo hovyo:

“Wajumbe wamekuwa wakipingana kwa kila hoja inayoletwa…jambo ambalo linafanya uchaguzi wa marudio kutiliwa mashaka na wajumbe wengi wa tume hiyo,” amesema wajumbe hao.

Makamishna hao wamesema kuwa wametoa wito kwa wajumbe wengine wa ZEC, kuacha kufuata mkumbo na kuamua kusimamia sheria inavyosema, ili kuwapatia wazanzibar haki yao ya kikatiba..
