Wadau Wakerwa na Nauli ya Sh 1,200 Mabasi Yaendayo Haraka (UDA RT).....Wadai Serikali Ikiruhusu Wataandamana Kupinga


NAULI ya Sh 1,200 iliyopendekezwa na watoaji wa huduma ya usafiri wa mabasi yaendayo haraka (UDA RT) imepingwa na wadau wa sekta ya usafiri, badala yake wameshauri iwe kati ya Sh 400 na 500 kutimiza malengo ya kusaidia wananchi wa kipato cha kawaida.

Wamehoji sababu za mabasi hayo yanayobeba watu wengi kwa safari moja na yanayotumia barabara zisizo na foleni, yatoze nauli kubwa wakati daladala zinazochukua abiria wachache na kukabiliwa na msongamano mkubwa katika barabara za kawaida, wanatoza nauli za chini.

Katika mkutano wa kupokea maoni ya wadau ulioitishwa na Mamlaka ya Udhibiti wa Usafiri wa Majini na Nchi Kavu (Sumatra) kuhusu mapendekezo ya nauli hizo, wananchi pamoja na Baraza la Walaji la Sumatra (Sumatra CCC), walisema ukokotoaji wa UDA RT hauna weledi bali unaolenga kujipatia faida kubwa kwa kipindi kifupi.

Wadau hao walionya kuwa iwapo Sumatra itaruhusu mapendekezo hayo ya nauli, wako tayari kuandamana na hata kulala barabarani kuonesha kupinga walichoita unyonyaji unataorajiwa kufanywa na waendeshaji wa mradi huo.

Katika mapendekezo yao, UDA RT ambao ndio watoaji wa huduma ya usafiri wamependekeza nauli ya mtu mzima kutoka Kimara hadi Kivukoni iwe Sh 1200 na mwanafunzi alipe Sh 600.

Pia nauli ya mabasi hayo kutoka Mbezi hadi Kimara imependekezwa iwe Sh 700 na katika njia mlisho na Sh 1,400 kwa wasafiri watakaotumia njia kuu na njia mlisho kwa wakati mmoja.

Wanaopinga nauli 
Katibu wa Baraza la Walaji la Sumatra Dk Oscar Kikoyo alisema maombi ya UDA RT hayana weledi wa kutosha. 

Alisema uwekezaji uliofanywa kwenye miundombinu ya mabasi hayo nauli zinatakiwa kupungua kuliko inayotozwa na daladala.

Alisema mabasi hayo yaendayo haraka yanapaswa kutoza nauli ya Sh 400 kwa kile alichosema kuwa takwimu walizotoa kuhalalisha kiwango cha Sh 1,200 ni za uongo licha ya kutoa visingizio vya ujazo wa abiria, idadi ya watumishi, gharama za matengenezo na mishahara ya watumishi kwenye mabasi hayo.

Alisema katika uhalisia nauli za mabasi hayo zinatakiwa kuwa chini ya zile zinazotozwa na daladala. Dk Kikoyo alisema haiwezekani mtu anayetoka Posta hadi Magomeni alipe nauli sawa na anayekwenda Kimara. Alipendekeza nauli za mabasi hayo zipangwe kwa kutegemea umbali.

“Duniani kote nauli zinapangwa kutokana na umbali anakoenda mtu, sasa hawa wanakuja na flat rate (kiwango sawa) haiwezekani huu ni unyonyaji,” alisema.
 Aidha, Dk Kikoyo alishauri Sumatra iache kuyapangia nauli mabasi hayo badala yake waache nguvu ya soko iamue na washindane na daladala.

“Kibaya chajitembeza na kizuri chajiuza, Sumatra waachwe na kazi ya kusimamia usawa wa ushindani wa kibiashara,” alisema. 
Alisisitiza kuwa nauli katika sekta ya usafiri ni suala la kiuchumi ambalo ukokotoaji wake lazima uzingatie maadili ya biashara katika soko.

Alisema DART RT hawazingatii dhana hiyo kwa makusudi ya kupata faida kubwa kwa muda mfupi. 
Mwenyekiti wa Chama cha Kutetea Abiria Tanzania (Chakua) Hassan Mchanjama alihadharisha kuwa iwapo Serikali itaruhusu nauli hizo, hata daladala nyingine zitapandisha nauli nchi nzima.

Alisema haiwezekani gari zisizokaa katika foleni zitoze nauli kubwa na gari zinazokaa katika foleni nauli ziwe ndogo .“Hiyo haiwezekani.”
 Alisema kwa viwango vilivyowekwa abiria atajikuta anatumia Sh 5,000 kwa siku kwa sababu atalazimika kupanda magari mengi hadi kufika mjini hali itakayosababisha abiria kushindwa kutumia haki yao ya kusafiri.

Alisema magari yaendayo haraka yanasamehewa kodi na lengo ni mlaji apate unafuu. “Hizi gharama kubwa ni za nini sasa?,” alisema Mchanjama. 
Aliongeza kuwa mabasi ya UDA RT yanabeba watu wengi hivyo watapata faida kubwa zaidi ya daladala zilizopo.

“Iweje yatoze nauli kubwa kuliko daladala,” alihoji. Pia alisema miundombinu ya magari hayo imejengwa kwa kodi za wananchi hivyo si busara kuwatoza nauli kubwa wananchi kwa hali hiyo ni sawa na kumnyonya au kumkandamiza.

Watishia kuandamana 
Baadhi ya wananchi wa kawaida waliofika kwenye mkutano huo, walisema iwapo Sumatra itaruhusu kutumika kwa nauli hizo, watahamasishana kwenda kulala kwenye barabara za hayo magari kama ishara ya kuzipinga.

Nao waliomba nauli iwe kama ya daladala za kawaida. Azim Dewji alisema nauli iwe kati ya Sh 500 na 600 kwa maelezo kuwa hiyo nauli ya Sh 1,200 italeta mvurugano kwenye jamii.

“Nendeni mkakae tena mtafakari nauli hii, mmeona ilivyoleta tafrani humu ukumbini.” Mjengi Gwao ambaye ni mwasisi wa mradi huo, naye alipinga nauli hizo na kueleza kuwa mpango wa Serikali kuleta mradi huo ni kuwasaidia wananchi masikini.

Alikuja mtaalamu wa Benki ya Dunia akatuambia kuwa mradi huo utawakomboa watu masikini kwani watalipa nauli ya chini.
 “Nashangaa leo tunaambiwa nauli Sh 1,200, hili si lengo la mradi, mimi nilienda Bogota (Colombia) na ujumbe wa Serikali kujifunza juu ya mradi huu, waendeshaji wa mabasi haya wanapotosha umma na Sumatra iwakatalie,” alisema.

Abdul Awadhi ambaye pia ni miongoni mwa waanzilishi wa mradi huo, alisema wataalamu kutoka Benki ya Dunia waliwasilisha andiko lao na kueleza kuwa mradi huo ukianza nauli ziwe kati ya dola za Marekani 0.3 na 0.2 kiasi ambacho ni Sh 400 na 500.

Alisema hata bei za mabasi waliyopigia wakati ule ndio ambayo waendeshaji wameiweka jana na akahoji “sasa hivi nauli kubwa zinatoka wapi? 
Aidan Eyakuze kutoka Twaweza alisema ongezeko la nauli ya Sh 700 kutoka Sh 400 ni kubwa na wananchi hawawezi kumudu kwani wananchi watakuwa wanatumia kipato chao chote cha mwezi kwa ajili ya kulipia usafiri.

Mwingine aliyejitambulisha kwa jina la Msafiri alisisitiza nauli iwe Sh 400 na akasema kama Sumatra itapuuza, wako tayari kuandamana kuipinga nauli ya Sh 1,200. 
Kwa upande wake, Steven Kahumbi alisema mtu mmoja atakuwa anatumia Sh 16,800 kwa wiki kwa ajili ya nauli jambo ambalo alisema kwa kipato cha Watanzania kiwango hicho ni kikubwa.

Kwa nini 1,200/-? 
Akiwasilisha mada kuhusu ukokotoaji wa nauli hizo na sababu za kuweka kiwango hicho, Mkurugenzi Mtendaji wa UDArt David Mgwassa alisema magari hayo yatafanya safari zake kuanzia saa 11 alfajiri hadi saa 5 usiku na yatakuwa na madereva wawili ambao watafanya kazi kwa kupokezana.

Alisema basi litaondoka kituoni kila baada ya dakika tano na litaondoka hata kama lina abiria mmoja na nyakati za usiku litandoka kila baada ya dakika 10. Alisema abiria wa mabasi hayo watakata nauli yao kwa kutumia mfumo wa elektroniki.

Alisema katika makadirio waliyofanya basi hilo litajaza asilimia 51 ya abiria kwa kila safari kutokana na kutosubiri abiria. 
“Nauli hizi tumeziweka kwa sababu uendeshaji wa magari haya ni tofauti na daladala, kuna wakati magari yatalazimika kwenda tupu maana hayasubiri abiria ila muda wake ukifika linaondoka,” alisema Mgwassa na kuongeza kuwa kwa siku kila gari litafanya safari mara 22.


Pia alisema wameweka kiwango hicho kwa kuwa wafanyakazi wa mabasi hayo watalipwa mishahara ya Sh 800,000 kwa mwezi na watalipiwa kodi ya PAYE, watawekewa akiba kwenye mifuko ya pensheni na hakuna ruzuku yoyote ambaye itawekwa na Serikali hivyo gharama zote zitabebwa na waendeshaji wa mradi huo.
