UMEME WA MAKAA YA MAWE LAZIMA: Prof. Muhongo


Serikali imesema itahakikisha inafanya Makaa ya Mawe yanakuwa chanzo kingine kikubwa cha uzalishaji umeme Nchini.

Hayo yameelezwa na Waziri wa Nishati na Madini, Prof. Sospeter Muhongo alipotembelea Mgodi wa Makaa ya Mawe wa Ngaka unaomilikiwa kwa ubia Kati ya Kampuni ya TANCOAL na Serikali kupitia shirika la NDC. Mgodi huo upo katika Wilaya ya Mbinga mkoani Ruvuma.

Aidha, ili kufikia lengo hilo ,Prof. Muhongo amesema Serikali itahakikisha inafanya kazi kwa ushirikiano mkubwa na Mgodi huo ambao Serikali ina umiliki wa hisa ya asilimia 30 kupitia Shirika la Maendeleo ya Taifa (NDC) ili kuimarisha uchumi wa taifa kupitia Makaa ya Mawe.

Ameongeza kuwa, ili kuhakikisha kwamba Kampuni ya TANCOAL inaendelea kuzalisha makaa na kutumiwa na viwanda vya ndani, Prof Muhongo amevitaka viwanda vilivyoingia Mkataba wa mauziano na mgodi huo kuacha kununua Makaa kutoka nje ikiwa makaa ya Ngaka yanakidhi viwango na ubora unaotakiwa.

"Nimeelezwa Makaa ya Ngaka yana ubora na kiwango cha hali ya juu na nimeelezwa kwamba kuna baadhi ya viwanda vimeingia mkataba na Ngaka lakini badala yake wananunua makaa kutoka nje. Hilo halikubaliki ikiwa makaa ya ndani ya nchi yana ubora lazima tutumie bidhaa za nyumbani,"amesisitiza Prof. Muhongo.

Kutokana na malalamiko ya Mgodi kuhusu hali ya Mkataba ya kuuziana makaa kutoafikiana, Waziri Muhongo ameutaka mgodi huo,NDC,EWURA, Kampuni za Saruji za Dangote, Tanga Cement na Shirika la Umeme Nchini (TANESCO) kukutana Makao Makuu ya Wizara tarehe 14 Januari,2016, ili kujadili kuhusu suala hilo na pia kujadiliana juu ya gharama za kuuziana umeme na TANESCO pindi mgodi huo utakapoanza kuzalisha umeme kwa kutumia makaa ya mawe.

" Umeme wa makaa ya mawe Tanzania ni lazima. Tutapigana kufa na kupona kuhakikisha tunazalisha umeme kwa kutumia makaa ya mawe kwa sababu gharama zake zitakuwa nafuu kwa wananchi na pia umeme huu utachochea ukuaji wa viwanda nchini," amesisitiza Prof. Muhongo.

Kadhalika Prof. Muhongo amerejea kauli yake ya kuwataka wazalishaji umeme hususan wa makaa ya mawe na vyanzo vingine kuhakikisha wanaiuzia TANESCO umeme wa bei ya chini na kuongeza "mauziano ya umeme wa makaa ya mawe lazima yafuate viwango vya kimataifa. Lazima yawe ya gharama nafuu."

Katika hatua nyingine, Prof. Muhongo amewataka EWURA kubadilika na kushiriki katika hatua za mwanzo za majadiliano ya gharama za kuuziana umeme katika utekelezaji wa miradi mbalimbali badala ya kusubiri kushiriki katika hatua za mwisho na kulieleza jambo hilo kuwa ushiriki wao katika hatua za awali unawezesha majadiliano na makubaliano kufanyika kwa haraka.

Aidha, Prof. Muhongo amechukua fursa hiyo kuzitaka Mamlaka chini ya wizara kuzingatia suala la usawa na namna Serikali inavyonufaika na makubaliano ya utekelezaji wa miradi mbalimbali ya kitaifa kwa kuzingatia kuwa rasilimali ni za nchi , hivyo taifa linapaswa kunufaika na uwekezaji husika.

Kwa mujibu wa Mkuu wa Masoko wa mgodi wa Ngaka, Christopher Temba, mgodi huo unazalisha tani za makaa ya mawe Laki Tano kwa mwaka lakini lengo ni kufikia tani milioni moja.

Tayari makaa hayo yanasafirishwa katika nchi za Kenya, Zambia, Malawi na vilevile katika viwanda kadhaa hapa nchini vikiwemo vya Saruji Tanga Mohamed Enterprises na viwanda vingine
Waziri wa Nishati na Madini, Profesa Sospeter Muhongo (katikati) akizungumza na baadhi ya watendaji wa Mgodi wa Makaa ya Mawe ya Ngaka mara baada ya kuwasili katika mgodi huo wakati wa ziara yake ya kikazi mkoa wa Ruvuma. Wengine ni ujumbe aliofuatana nao pamoja na Mbunge wa Mbinga vijijini, Martin Msuha, Mkuu wa Wilaya ya Mbinga Senyi Ngaga, Kamishna Msaidizi wa Madini, anayeshughulikia Leseni John Nayopa, Watendaji toka Shirika la Umeme Tanzania (TANESCO), Shirika la Maendeleo ya Taifa (NDC), Ofisi ya Madini Kanda ya Ziwa Nyasa, baadhi ya Maafisa toka Wizara ya Nishati na Madini na EWURA.
Waziri wa Nishati na Madini, Profesa Sospter Muhongo, (kulia) akiwasikiliza wawakilishi wa wananchi wa Kijiji cha Mtundualo, Wilaya ya Mbinga ambao walimwomba waziri asikilize malalamiko yao ikiwemo kuhusu suala la fidia kupisha mradi wa Makaa ya Mawe wa Ngaka na ombi la kijiji hicho kupatiwa umeme. Kwa mujibu wa Meneja wa Tanesco Kanda ya Kusini, Joyce Ngahyoma, amewahakikishia kuwa ifikapo mwezi Aprili mwaka huu kijiji hicho kitakuwa kimeunganishwa na nishati ya umeme.
Mkuu wa Wilaya ya Mbinga Senyi Ngaga, akijadiliana jambo na baadhi ya Watendaji wa Mgodi wa Ngaka kampuni ya TANCOAL, mara baada ya waziri kukagua shughuli za mgodi huo na kusikia malalamiko ya wananchi kuhusu fidia. Waziri Muhongo amezitaka pande mbili kati ya Kampuni, Halmashauri na wananchi kukutana ili kujadili na kukubaliana kuhusu masuala kadhaa yakiwemo fidia na uhifadhi wa mazingira.
Waziri wa Nishati na Madini, Profesa Sospeter Muhongo, akimsikiliza Mwendeshaji Mitambo wa kituo cha kufua umeme cha Tulila kinachomilikiwa na Shirika la Wabenedictin wa Mtakatifu Agnes Chipole, Sister Maria Katani (OSB),. Wengine wanaofuatilia nia Meneja wa Tanesco Kanda ya Kusini, Joyce Ngahyoma na Afisa toka Wizara ya Nishati na Madini, Christopher Bitesirigwa.
Waziri wa Nishati na Madini, Profesa Sospeter Muhongo, akisalimiana na Mfadhili wa Kituo cha Kufua umeme kinachomilikiwa na Watawa wa Shirika la Shirika la Wabenedictin wa Mtakatifu Agnes Chipole, Albert Cock (kushoto). Kituo hicho chenye uwezo wa kuzalisha kilowati 800 kipo Kata ya Magarura, wilaya ya Mbinga mkoa wa Ruvuma. Aidha, sehemu ya umeme unaozalishwa na kituo hicho unasambazwa Songea, JKT Mlale na Chuo cha Maendeleo ya Jamii Mlale. Vilevile, Kituo hicho kipo katika hatua za ujenzi wa kituo kitakachokuwa na uwezo wa kuzalisha megwati 7.5.
Meneja wa Tanesco Kanda ya Kusini, Joyce Ngahyoma akimweleza jambo Waziri wa Nishati na Madini, Profesa Sospeter Muhongo wakati alipotembelea kituo cha mwekezaji binafsi cha Kufua umeme kinachomilikiwa na Familia ya Andoya, Wilaya ya Mbinga. Mradi huo wa Mbangamao unazalisha megawati 0.2, huku malengo ni kufikia megawati 2. Anayemsikiliza nyuma yake ni Meneja wa Tanesco Mkoa wa Ruvuma, Patric Lwesya, wengine ni ujumbe uliofuatana na Waziri.

Baadhi ya Maafisa Kutoka Wizara ya Nishati na Madini (Mbele) na ujumbe uliofuatana na Waziri wa Nishati na Madini Profesa Sospeter Muhongo (nyuma) kutembelea kituo cha Kufua umeme cha Tulila kinachomilikiwa na Watawa wa Shirika la Wabenedictin wa Mtakatifu Agnes Chipole,wakiangalia maendeleo ya mradi wa ujenzi wa Bwawa la kufua umeme. Imeelezwa kuwa, kukamilika kwake kutawezesha uzalishaji wa umeme wa kiasi cha megawati 7.5.
