Prof Joyce Ndalichako Atoa Maagizo Mazito NECTA......Awapa Siku 7 Wamweleze Kwa Nini Matokeo ya Sekondari Yanatolewa Kwa GPA Badala ya Division


WAZIRI wa Elimu, Sayansi, Teknolojia na Mafunzo ya Ufundi, Profesa Joyce Ndalichako  ametoa siku saba kwa Baraza la Mitihani Tanzania (NECTA) limpe sababu za kubadili mfumo wa utunuku viwango vya ufaulu wa awali( Division) na kwenda wa wastani wa pointi (GPA) unaotumika sasa Kidato cha Nne na Sita.

Aidha, ametaka litoe maelezo ya kitaalamu juu ya sababu za kuanzisha mtihani wa pili kwa watahiniwa wa kujitegemea na kwamba zisipomridhisha, mwaka huu wasifanyishwe mtihani huo. 


Mfumo wa GPA ulianza kutumika kwa wanafunzi waliofanya mtihani wa mwaka 2014 ambao matokeo yao yalitoka mwaka jana.Vile vile mitihani miwili kwa watahiniwa wa kujitegemea, ilianza mwaka 2014 na 2015. 

Ndalichako ambaye aliwahi kuwa Katibu Mtendaji wa baraza hilo kwa miaka tisa, alitoa maagizo hayo jana ambako pamoja na masuala mengine, alishuhudia namna alivyojaribiwa na kuletewa vishawishi jambo ambalo alisema, alilishinda kwa kusimamia taaluma.

Maagizo hayo aliyatoa alipotembelea na kuzungumza na viongozi, wafanyakazi wa NECTA ambako hakuridhishwa na maelezo yaliyotolewa na Katibu Mtendaji wa Necta, Dk Charles Msonde.

Alisema tangu alipoteuliwa kuwa Waziri, amepokea malalamiko mengi kutoka kwa wadau wa elimu na wananchi juu ya mfumo wa sasa wa upangaji matokeo wa GPA ambao umekuwa haueleweki na kwamba hawakushirikishwa katika mabadiliko hayo.

“ Nataka nijue sababu za kitaalamu za kubadilisha mfumo wa upangaji wa matokeo kutoka kwenye ule wa Division (madaraja) kwenda kwenye ule wa GPA na kama huo mfumo una tija kwa elimu yetu,” alisema.

Awali , Dk Msonde alisema mfumo huo ulipitishwa baada ya vikao kati yake, Tume ya Vyuo Vikuu (TCU), Baraza la Vyuo vya Ufundi (Nacte) na Wizara.


 Alisema baraza lilitakiwa kuendesha mfumo huo ili kwenda na mifumo mingine ya elimu ya juu katika kurahisisha udahili wa wanafunzi kwenda sanjari na mfumo wa serikali mtandao na ajira.

Watahiniwa kujitegemea 

Kuhusu uanzishwaji wa mtihani wa pili kwa watahiniwa wa kujitegemea, Ndalichako alisema, “Nataka sababu za watahiniwa wa kujitegemea kupewa mtihani wa pili ambao unachukuliwa kama alama upimaji endelevu kwa mwanafunzi.

“ Kama baraza ambalo ndio wataalamu, mnasema mmeamua kutoa mtihani wa pili kutokana na kupokea malalamiko ya kufeli na mtihani mgumu, basi hatuwezi kuendelea nao, nataka nipate sababu za kitaalamu na kama sababu haziridhisha basi mwaka huu wasifanyishwe mtihani wa pili,”
alisema.

Alisema kwa kawaida, mtihani wa pili kwa watahiniwa wa kujitegemea hauwezi kuwa mbadala wa alama endelevu kwa wanafunzi. Alisema unaongeza mzigo kwa watahiniwa na gharama za kulipa wasimamizi na wasahihishaji wa mitihani hiyo.

Ashuhudia alivyojaribiwa

 Ndalichako aliwataka viongozi wa baraza hilo kutokukurupuka katika kutoa uamuzi na kufanya mabadiliko yasiyo na tija kwa taifa. Badala yake, alisisitiza watumie utaalamu wao kushauri na kukataa maagizo yasiyo na tija kusaidia katika kuboresha elimu.

Katika hatua nyingine, Ndalichako aliwataka watendaji wa Baraza hilo kufanya kazi yao kwa umakini na uadilifu na kuepuka vishawishi. “ Baraza la Mitihani ni sehemu ngumu sana, hasa kutokana na kuhudumia watu na hasa katika suala zima la mitihani.

"Na ni eneo ambalo lina vishwishi vingi, hata mimi nilijaribiwa kuletewa vishawishi lakini nilisimama misimamo ya taaluma,”
alisema. 


Ndalichako pamoja na kuwapongeza Baraza kwa kutoa vyeti mbadala, ametaka kuwa makini katika suala hilo kuzuia udanganyifu.

Alisisitiza watoe tathmini ya kina katika matokeo ya wanafunzi ambayo yatasaidia wizara kufanya uboreshaji. “Nilipokuwa hapa, kuna wakati nilikuwa nakosa usingizi linapokuja suala la kutangaza matokeo, unakuta matokeo ya wanafunzi 30 yote ni mbaya, sasa hapa si kuwa wanafunzi wote walikuwa hawafundishiki ila kuna tatizo la ziada, na hilo ndio tunatakiwa kushughulikia,” alisema.

Alisema, “ Nilikuwa naumia sana na ubora wa elimu iliyokuwa ikitolewa kwa baadhi ya shule, sasa nimepewa kazi ya kuhakikisha elimu inakuwa bora, tunaondoa watu wa kuchora mazombi na ule wakati wa shule kugeuka vituo vya kulelea watoto badala ya kutoa elimu umefika mwisho.”
