Muswada wa Habari Kurejeshwa Tena Bungeni

MUSWADA wa Sheria ya Habari ambao uliwahi kupelekwa bungeni kisha kuondolewa kimya kimya, sasa unatarajiwa kurejeshwa tena bungeni mwezi huu. 
Uwezekano wa kurejeshwa tena bungeni kwa muswada huo, kunatokana na kuundwa kwa kamati ya wanahabari sita, itakayoshirikiana na Waziri wa Habari, Utamaduni, Sanaa na Michezo, Nape Nnauye (pichani) kupitia muswada huo kabla ya haujawasilishwa bungeni baadaye mwezi huu.
Akizungumza Dar es Salaam jana na wahariri wa habari wa vyombo mbalimbali vya habari nchini, Nnauye alisema serikali inathamini mchango mkubwa wa vyombo vya habari na watendaji wake, na kwamba itashirikiana nao kuhakikisha sheria bora ya habari inapatikana.
Kamati hiyo imeundwa baada ya mapendekezo ya Waziri Nnauye ambaye alitaka kamati hiyo iundwe na ikutane naye Januari 13 mwaka huu, kwa ajili ya kuanza kupitia muswada huo wa sheria ya habari.
Wanaounda kamati hiyo ni Naibu Mhariri Mtendaji wa kampuni ya TSN, Tuma Abdallah, Mhariri Mkuu wa gazeti la Nipashe, Jesse Kwayu na Mhariri Mtendaji wa gazeti la Jamhuri, Deodatus Balile.
Wengine ni Mhariri wa Upendo Media, Mengda Johanes, Prudence Constantine wa Shirika la Taifa la Utangazaji(TBC1) na Joyce Shebe wa Clouds Media. 
Awali, akizungumza na wahariri hao, Nnauye alisema vyombo vya habari nchini vina mchango mkubwa katika taifa na vinapaswa kuwa na sheria inayowasimamia, ili kuhakikisha uhuru wa habari unakuwepo na pia kuwa kuwa na mipaka yake.
Nape aliongeza kuwa yeye ni muumini mzuri wa uhuru wa habari nchini, hivyo atahakikisha anatekeleza wajibu wake kwa kuharakisha mchakato wa muswada wa sheria hiyo, kwa kuhusisha wadau watoe mapendekezo kabla ya kuupeleka bungeni.
Alisema nia ya serikali kutunga sheria hiyo ni nzuri kwa kuwa inaweka utaratibu wa kurahisisha utekelezaji wa majukumu ya vyombo vya habari ili kuwa na mazingira mazuri na yenye tija.
Akizungumzia masuala ya vitambulisho vya waandishi (press card), Nnauye alitoa wiki moja kwa Idara ya Habari (Maelezo) kuangalia kanuni na utaratibu mzuri wa jambo hilo na kutoa mwongozo utakaotumika kwa ajili ya utoaji vitambulisho hivyo na kwa muda gani.
“Nawapa siku saba Maelezo, mkakae, muangalie kanuni na taratibu zikoje, ili mniletee ripoti juu ya jambo hili,” alisema Waziri Nnauye. 
Kuhusu Muswada wenyewe
Katika Bunge la Juni mwaka jana, serikali iliuondoa Muswada wa Sheria ya Haki ya Upatikanaji Habari wa mwaka 2015, uliokuwa usomwe kwa mara ya pili.
Ilieleza kuwa muswada huo utasubiri bunge jipya litakapokaa, baada ya Uchaguzi Mkuu wa Oktoba mwaka 2015.
Akitoa taarifa ya kuondolewa kwa muswada huo bungeni mbele ya Naibu Spika, Job Ndugai (wakati huo), Waziri wa Nchi, Ofisi ya Rais (Kazi Maalumu), kwa wakati huo, Profesa Mark Mwandosya alisema, “Uamuzi wa kuuondoa umeafikiwa na Serikali baada ya Kamati ya Bunge ya Kudumu ya Huduma za Jamii kuishauri hivyo.”
Mwandosya alisema sheria hiyo ya upatikanaji habari ilichapishwa Februari 20 mwaka 2015 na kusomwa bungeni kwa mara ya kwanza Machi 12 hadi Aprili mosi mwaka huo.

Alisema muswada huo si wa dharura, kwa kuwa umepitia hatua mbalimbali, ikiwemo kujadiliwa na kamati hiyo Juni 22.
