Kampuni Za Simu Zatozwa Faini Kwa Kuwapa AJIRA Raia Wa Kigeni Kinyume Cha Taratibu


Naibu Waziri wa Ofisi ya Waziri Mkuu, anayeshughulikia Kazi, Ajira na Vijana, Anthony Mavunde amebaini kuwepo kwa wafanyakazi wa kigeni, walioletwa na kampuni za simu za mkononi kufanya kazi zinazoweza kufanywa na Watanzania ikiwemo kufunga meza na viti vya kukalia.

Aidha, amebaini kuwepo kwa baadhi ya wafanyakazi wa Kampuni ya simu ya Halotel, raia wa Vietnam, ambao wanaishi nchini bila kibali cha kazi wala cha kuishi. Mavunde aliyabaini hayo jana wakati alipofanya ziara ya kukagua vibali vya ajira kwa wageni, baada ya tangazo lililotolewa na Waziri wa Ofisi ya Waziri Mkuu, Sera, Bunge, Kazi, Ajira, Vijana na Walemavu, Jenista Mhagama.

Akiwa katika kampuni hiyo ya Halotel, Mavunde alibaini kuwepo kwa baadhi ya mapungufu, ikiwemo baadhi ya wafanyakazi kutopewa mikataba ya ajira na wenye ajira kutopewa nakala za mikataba yao.

Mavunde aliagiza viongozi wa kampuni hiyo, kuhakikisha kufikia leo wafanyakazi wote wanapewa mikataba huku nakala za mikataba hiyo, ikipelekwa ofisini kwake na pia kuwataka kulipa madeni ya wafanyakazi, hasa madereva, ya saa za ziada (overtime) haraka iwezekanavyo.

“Tumegundua kuwepo kwa mapungufu mengi katika kampuni yenu, hii ni pamoja na wafanyakazi wenu kutojiunga katika mifuko ya hifadhi ya jamii na kumekuwa na makato ambayo hayapo kwa mujibu wa sheria za kazi.

"Lakini pia kuna wageni ambao wako katika hii kampuni yenu, wanafanya kazi ambazo zinaweza kufanywa na Watanzania, kwa mfano huyu anayefunga viti, hii kazi inafanywa na vijana wetu…kibali chake kinaisha kesho, naagiza asipewe kingine na aondoke,” alisema Mavunde.

Aidha, alisema katika masuala ya usalama mahali pa kazi, pia kuna mapungufu mbalimbali, ikiwemo wafanyakazi kutopewa mafunzo ya kukabiliana na majanga, vipimo vya afya na makosa mengine ambapo kwa mujibu wa sheria aliwatoza faini ya Sh milioni sita.

Hata hivyo, wakati akiendelea kutoa maagizo hayo, mmoja wa maofisa wa Ubalozi wa Vietnam, Mai Anh Thai aliingia katika ukumbi wa mkutano na kutaka kumkatisha Naibu Waziri kwa madai kuwa hakufuata utaratibu.

Kutokana na kuchafuka kwa hali ya hewa huko, ilimlazimu Mshauri wa kampuni hiyo ambaye jina lake halikuweza kupatikana mara moja, kumshauri ofisa huyo taratibu za ukaguzi zilivyo.

Baada ya kutoka katika kampuni hiyo, Mavunde na maofisa wa Uhamiaji, Wizara ya Kazi, Ajira na Vijana na askari walilazimika kufika katika nyumba ambayo iko Mikocheni, ambako inasadikiwa kuwa wapo raia wengi wa Vietnam wanaoishi hapo, huku wengine wakiwa hawana vibali vya kuishi wala vya kazi.

Walipofanya msako katika nyumba hiyo, baadhi ya raia hao walijificha na kufanikiwa kumkamata mmoja ambaye hakuwa na kibali chochote. Hata hivyo, mmoja wa walinzi wa nyumba hiyo alisema raia hao walikuwa wengi, lakini baadhi yao walitoroshwa juzi usiku.

Awali akiwa katika Kampuni ya Airtel, Mavunde aliwapiga faini ya Sh milioni nne kutokana na kuwepo na mapungufu mbalimbali katika masuala ya usalama na afya mahali pa kazi, ambazo wanapaswa kulipa ndani ya siku 14.


Aidha, aliwataka waajiri nchini kote, kuhakikisha wanasimamia sheria za kazi ili kujenga nchi ambayo haina misuguano. Mavunde alionya kuwa wanaobeza kuwa hiyo ni ‘nguvu ya soda’, wafute jambo hilo, kwani kazi hiyo ni endelevu.
