Taarifa ya Hali ya Mazingira Nchini inaonyehsa kwamba mwenendo wa uharibifu wa mazingira nchini ni wa kutisha. Mito mingi nchini inakauka.
 
Vyanzo vingi vya maji vinakufa. Miti na misitu ya asili inapungua kwa kasi kubwa – kila mwaka, tunapoteza zaidi ya ekari milioni moja za misitu. Viwanda vingi havijaweka udhibiti wa kuzuia umwagaji wa kemikali zenye sumu.
 
Uharibifu wa mazingira unaathiri sekta zote muhimu (kama vile kilimo, mifugo, uvuvi, utalii, uzalishaji umeme, makazi, miundombinu) na kupunguza uwezo wa nchi kupata maendeleo endelevu. 
 
Tukiendelea na mwenendo wa sasa wa uchafuzi wa mazingira, ndani ya kipindi kifupi, mifugo na wanyamapori watakosa malisho (tumeshaanza kuona viboko wanakufa kwenye Mto Ruaha kutokana na kukauka kwa mto), watu watakosa maji ya kutumia, kilimo kitashindikana. Tunayo Sheria ya Mazingira ya Mwaka 2004 ambayo inaweka makatazo mahsusi kwa nia ya kuepusha uharibifu wa mazingira. 
 
Serikali ya Awamu ya Tano itahakikisha kwamba Sheria hii inatekelezwa kwa ukamilifu wake. Pia, mapema mwakani, Serikali italeta mpango kabambe wa kupambana na uharibifu wa mazingira, ambao utatoa wajibu kwa kila mwananchi na kila taasisi ya umma na binafsi.

Kwasasa, kwa kuanzia, tunaanza na operesheni ya kuwaondoa watu wanaoishi na kufanya shughuli kwenye maeneo ya kingo za mito na maziwa, fukwe za bahari, maeneo oevu (swampy) na maeneo ya wazi (Open spaces).

Kwa hapa Dar es Salaam, zoezi la kuwaondoa wananchi waliojenga au kufanya shughuli kwenye maeneo haya kinyume cha sheria na taratibu lilianza rasmi tarehe 17/12/2015 likilenga kuwaondoa wananchi wote waliojenga na wanaofanya shughuli kwenye maeneo hayo kinyume cha sheria.

Baraza la Taifa la Hifadhi na Usimamizi wa Mazingira (NEMC), Wizara ya Ardhi Nyumba na Maendeleo ya Makazi, kwa kushirikiana na mamlaka za Serikali za Mitaa kwa pamoja wanaratibu na kusimamia zoezi hili linaloendelea. 
 
Zoezi hili limeanzia mtaa wa Mkwajuni, Kata ya Hananasifu Manispaa ya Kinondoni, jijini Dar es Salaam. Mpaka sasa zaidi ya nyumba 353 zimebomolewa katika mkondo wa Mto Ng’ombe unaomwaga maji yake Mto Msimbazi. Wanaoishi au kufanya shughuli kwenye mabonde na kingo za mito ya Mlalakuwa, Mbezi/Kawe na Nyakasangwe nao pia wanatakiwa kuhama.

Sheria zinazosimamia suala hili.
Zoezi hili linasimamiwa na Sheria za Ardhi, Sheria za Mipango Miji na Sheria ya Mazingira Sura ya 191 (Environmental Management Act Cap 191) ya mwaka wa 2004 kwa Mujibu wa kifungu cha 55 inaelekeza kuwa maeneo ya kingo za mito, miambao ya maziwa na bahari yanalindwa kisheria – na shughuli zinazohusu ujenzi, kufukua, kuchoronga, kutoboa na kuharibu kingo au mwambao ni kosa.

Kifungu cha 57 cha Sheria ya Mazingira pia kinazuia shughuli zozote zinazoweza kuhatarisha au kuathiri mazingira kutofanyika ndani ya mita 60 katika kingo za mito, miambao ya ziwa na bahari ili kulinda maeneo hayo.

Athari za ujenzi kwenye Kingo za Mito
Kutokana na ongezeko la watu jijini Dar es salaam, na maeneo mengine ya miji yetu, uvamizi wa maeneo ya kingo za mito, mikondo ya bahari, maeneo oevu umeongezeka.
 
 Shughuli zinazofanyika kutokana na uvamizi huu ni pamoja na ujenzi wa nyumba, kilimo, ufugaji, utupiaji taka na uchimbaji mchanga.

Shughuli hizi katika maeneo hayo husababisha uharibifu na madhara makubwa ya mazingira hasa kipindi cha mvua ambapo maji hukosa uelekeo kutokana na njia zake za asili kuzibwa na hivyo kutawanyika hovyo na kusababisha mafuriko, uharibifu mkubwa wa miundombinu hasa madaraja ambayo huvunjika, kukatika kwa barabara na vifo. 
 
Athari zingine za kuvamia maeneo hayo ni kusambaa kwa magonjwa ya mlipuko yasiyoisha hasa kipindupindu kutokana na maeneo hayo ya mikondo ya mito kutokua na mfumo wa utoaji wa maji taka.

Serikali ya Awamu ya Tano haitakubali kuacha hali hii iendelee. Tumeamua, kwa kushirikiana na wenzetu wa Wizara ya Ardhi na Mamlaka za Serikali za Mitaa kote nchini, kuchukua hatua kurekebisha hali hii.

Kama alivyosema Waziri wa Ardhi, kwasasa, zoezi hili litasimama kwa muda kutoa nafasi ya mwisho kwa wale wanaofanya shughuli na kuishi katika maeneo haya kuondoka kwa hiari yao kwa kuwa taarifa na notisi rasmi walikwishazipata mara nyingi siku za nyuma. Baada ya mwaka mpya zoezi hili litaendelea.

Vilevile, kwa taarifa hii, naelekeza na kukumbusha kwamba zoezi hili litaendelea nchi nzima. Kwa maana hiyo, yoyote yule aliyejenga na anayefanya shughuli zinazoharibu mazingira kwenye kingo za mito, vyanzo vya maji, miambao ya maziwa na fukwe za bahari kinyume cha sheria, ajiondoe mara moja kwakuwa kuanzia mwakani tutatimiza matakwa ya Sheria bila kusita. 
 
Kuwa na vibali vingine vya ujenzi au shughuli katika maeneo haya, hakuondoi uwezo wa kutekelezwa kwa Sheria ya Mazingira.
